ABOUT THE POSITION
The County of Riverside's Treasurer-Tax Collector Department is currently seeking an Unpaid Student Intern within their Public Services Phones Unit, Tax Sale Operations Unit, and Remittance Processing Unit. The purpose of the internship is to complete assignments requiring mathematical computations or detailed control of Secured and Unsecured property tax payments to provide proper information to satisfy public demand. Completing these tasks will give an understanding of how the property tax collection and billing cycles work.
The in-person student internship position is based in Riverside County and offers a flexible work week consisting of approximately 20 hours per week, with flexibility granted around academic obligations. The selected candidate can anticipate the internship to be one year in length.
The Temporary Assistant - Professional Student Intern class consists of current high school students and undergraduates. Incumbents are employed by County of Riverside departments and are provided in-service training through participation in the actual duties and responsibilities assigned to professional employees. Participants will gain an understanding of the application of concepts and methodologies of the department to which they are assigned.
Incumbents within the Temporary Assistant - Student Intern classification are distinguished from regular County employees in that their employment is temporary, exempt from the County merit system, Cost of Living Adjustments (COLA) as well as most County-provided employee benefits, and serve in an "At-Will" status. As such, the incumbent may be terminated from service at any time, without notice, cause, or rights of appeal.
EXAMPLES OF ESSENTIAL DUTIES
Under supervision, assists and participates in the work performed by employees of a specific profession; Through participation, receive supervised work experience in a specific professional vocation, and performs other related duties as required.
The intern will be responsible for, but not limited to:
  • Handling and processing of all secured and unsecured property tax payments for current and prior year mobile homes and possessory interest, business personal property, aircraft, watercraft (such as boats and skis), unsecured escapes, and supplemental tax bills received by counter, mail, and by field collection efforts.
  • Answering incoming telephone calls as assigned, or direct to appropriate assistance.
  • Calculate penalties, interest, and any collection fees that have been incurred.
  • Send out receipts for payments and notices for any amounts short.
  • Send requests for release of lien or summary judgment fees on fully paid assessments as needed upon request.
  • Updating procedures for specific assigned duties.
  • Perform all cashiering duties, which include verifying, collecting, and receipting of monies for treasury deposits utilizing the PeopleSoft financial system.
  • Verify, collect, and receive money for all types of property tax payments.
  • Make change for customers.
  • Maintain daily balance a cash drawer using established procedures and be familiar with the Treasury cash protection policy.
  • Research cancellation of penalty requests and refunds.
  • Transient Occupancy Tax payments and registrations.
  • Processing mobile home tax clearance requests and payment processing.
  • Processing installment payment plans and demands.
  • Scanning request for cancellation of penalties, adding records in the system and process base payments.

MINIMUM QUALIFICATIONS
Minimum Cumulative Grade Point Average: 2.5 GPA required. Proof of most current unofficial/official transcript with cumulative GPA must be provided at time of application as well as a resume and letters of recommendation.
Education:Applicants must be currently enrolled/attending school at an accredited college or university in a Bachelor's degree or Certificate program.
Areas of Study: Art or Humanities, Communications, Marketing, Journalism or similar, Psychology, Sociology, or other Behavioral Sciences,Public or Business Administration, Human Resources, Organizational Studies or similar.
Minimum Qualifications:
  • Good verbal and writing skills
  • Experience working and collaborating with others
Additional Desired Candidate Qualifications:
  • Six months to one year of customer service and writing experience
