Job description

General Summary: Assists Chief and Assistant Chief of Construction in all aspects of project management and administration of assigned projects. Ensures capital improvement projects are constructed according to plan, specifications and estimate as well as in a safe and timely manner.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:
Assists the Chief of Assistant Chief of Construction to:
1. Perform Construction Inspector and Construction Manager for projects as directed.
2. Provide Construction Observation and Documentation services for Annual County Maintenance Programs such as resurfacing, pavement preservation, and striping.
3. Coordinate with other Division of Transportation sections and various agencies to ensure proper project and program coordination.
4. Assist in the filing and archiving of active and completed projects as per Federal Requirements.
5. Assist as Project field liaison to residents, business owners, elected officials, and other government agencies during the implementation of projects.
6. Creating, filing, and certifying time sensitive permits for construction activities with the Environmental Protection Agency and other appropriate agencies.
7. Assist with document creation and field measurements to create annual paving program contracts for the sixteen (16) Townships of Kane County.
8. Other duties as assigned by the Chief of Construction.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
1. General knowledge of Transportation Engineering, Federal and State Highway design and construction standards, Illinois State statutes relating to right-of-way, access, and permitting, and County Highway ordinances.
2. Ability to read and understand professional Civil Engineering drawings.
3. Experience and working knowledge of computers and survey field equipment with proficiency in word processing, spreadsheets, and computer aided drawing and design software.
TRAINING, EDUCATION AND WORK EXPERIENCE:
1. Bachelor's Degree in engineering, construction, transportation or related field is preferred with experience and working knowledge of construction activities.
2. Two (2) years of experience in construction work. Basic level of transportation and/or construction experience preferred. Cooperative education sessions or internships preferred.
3. Prior experience in Land Development, Contracting, Military, Survey, Subdivision design, subdivision construction, and work as a consulting Civil Engineer for municipalities/local government would be very beneficial.
4. Valid Illinois Driver's License.
PHYSICAL DEMANDS OF THE ESSENTIAL FUNCTIONS:

Requires approximately 60% to 75% of time sitting using near vision, talking, hearing, typing, writing, and reading reports and transportation plans (general office work). Require approximately 25% to 40% of time standing, walking, stooping, crouching, driving and use of near/far vision (general field work).
EQUIPMENT USED TO PERFORM ESSENTIAL FUNCTIONS:
Computer, printer, scanner, telephone, copier, camera, various measuring and survey lay out devices and tools and county vehicle.
WORKING CONDITIONS WHILE PERFORMING ESSENTIAL FUNCTIONS:
Field reviews of existing and proposed conditions are required approximately 25% to 50% of the time. This entails exposure to elements during all seasons, and danger from exposure to moving vehicles under traffic conditions. Field work requires working under live traffic conditions within the highway right-of-way and must be alert, attentive and aware of vehicular traffic. Considerable walking on job sites in areas inaccessible by car.
