  JOB TITLE:  Operations Manager LOCATION:  San Antonio, Texas (Remote) REPORTS TO:  Executive Director of Contract Management   POSITION OVERVIEW: LTSI is seeking a dynamic Operations Manager to oversee key operational functions with a focus on personnel management and full life-cycle federal contract management.  This position is critical to ensuring contract compliance, optimizing performance, and mitigating risk across all federal engagements.  The ideal candidate will bring a blend of leadership, strategic thinking, and detailed knowledge of federal contracting regulations, including FAR and DFARS.   KEY RESPONSIBILITIES: \tPersonnel & Operations Management: \t \t\tLead and manage a diverse operations team, promoting a culture of accountability, collaboration, and high performance \t\tOversee daily operational activities to ensure alignment with company goals and contractual obligations \t\tSupport internal departments, including Product Management, Marketing, and Accounting, to align operational strategies with business development and financial objectives \t \t \tContract Management (Cradle-to-Grave): \t \t\tManage all phases of the contract lifecycle from proposal development through contract close-out \t\tServe as the primary point of contact for federal customers on contractual matters, acting as the liaison between internal teams and external contracting personnel \t\tDevelop and implement standardized procedures for contract management in accordance with company policies and federal regulations \t\tSupport proposal efforts by reviewing solicitations, contributing to cost/price strategies, and ensuring compliance with submission requirements \t \t \tContract Compliance & Risk Mitigation: \t \t\tInterpret and ensure compliance with FAR, DFARS, and other applicable federal acquisition regulations \t\tMonitor and ensure fulfillment of all contract milestones, deliverables, invoicing, and regulatory requirements \t\tIdentify and address contract risks, recommending mitigation strategies as needed \t \t \tDocumentation & Communication: \t \t\tMaintain comprehensive contractual records including correspondence, modifications, status reports, and contract deliverables \t\tEnsure timely and accurate communication of contract terms to internal stakeholders \t\tProvide training and guidance to project managers and other operational staff on contractual practices and procedures \t \t   REQUIRED QUALIFICATIONS: \tBachelor’s degree in Business Administration, Contract Management, or related field (Master’s degree preferred) \tMinimum 5 years of experience in federal government contracting, including both pre-award and post-award functions \tProven expertise in contract negotiation, compliance management, and federal proposal support \tStrong working knowledge of FAR/DFARS and other government procurement regulations \tExperience with a variety of contract types including IDIQ, BPA, GSA schedules, and cost-reimbursement contracts \tExcellent interpersonal, communication, and negotiation skills \tAbility to work independently and manage multiple priorities in a fast-paced environment \tProficiency in contract management systems and Microsoft Office Suite   PREFERRED QUALIFICATIONS: \tNCMA certification (CPCM, CFCM, or CCCM) \tExperience working with small business government contractors \tFamiliarity with pricing strategies and federal cost accounting practices   BENEFITS: \tCompetitive salary based on experience and technical qualifications \tHealth, Dental, and Vision insurance \t401 Retirement Plan \tPTO \tPaid Disability & Life Insurance \t11 Paid Federal Holidays including: \tNew Year’s Day \tMartin Luther King, Jr. Day \tPresidents Birthday \tMemorial Day \tJuneteenth \tIndependence Day \tLabor Day \tColumbus Day \tVeterans Day \tThanksgiving Day \tChristmas Day                                             Laredo Technical Services, Inc.
