Job description

The Executive Office of Technology Services and Security (EOTSS)ย is the lead enterprise technology organization for the Commonwealth of Massachusetts. Charged with driving the ongoing alignment of business and technology across the Commonwealth's Executive Branch, EOTSS oversees and manages the enterprise technology, digital infrastructure and services, as well as the Commonwealth Security Operations Center and an enterprise Standard Operating Environment that includes an information security and risk management framework for over 125 state agencies and over 43,000 state employees.ย ย We directly serve our constituents by providing digital services and tools that enable taxpayers, drivers, businesses, visitors, families and other citizens to do business with the Commonwealth in a way that makes every interaction with government easier, faster, and more secure.

Theย General Counsel's Officeย ย 

The EOTSS General Counsel's Officeย providesย legal guidance on data privacy, cybersecurity, emerging technologies (e.g.,ย generative artificial intelligence), government technology policies, as well as open meeting law, public records, state ethics,ย contracting,ย and procurement. We support the agency's efforts in governance, compliance, and risk management, ensuring that state technology initiatives align with legal and ethical standards. The General Counsel's Office includes the EOTSS Privacy Office, supporting the office's compliance with evolving state and federal privacy regulations, managing privacy impact assessments, and supporting privacy by design in project developments.ย  The General Counsel's Office also includes the eDiscovery Office, which provides enterprise eDiscovery services for executive offices within the Commonwealth.ย ย 

EOTSS isย seekingย to hireย a Summer Legal Intern to work with our Privacy Office. As an intern,ย you willย provide support conducting legal research on privacy laws, analyzing administrative law issues,ย developing policy, andย assistingย with the agency's regulatory and governance functions.ย ย 

The primary work location for this role will be 1 Ashburton Place, Boston, Massachusetts, 02108. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days.ย 

The duration of this summer internship is from Monday, June 1st through Friday, August 7th, 2026.

Duties and Responsibilities:

  • Conduct legal research.

  • Support policy development.

  • Observe andย assistย with meetings and governance discussions.

  • Assist with privacy impact assessment process.

  • Draft legal memoranda and develop opinions on government law, data regulations, and technology policies.

  • Collaborate with legal and IT teams to analyze the impact of new privacy laws on agency policies and procedures, preparing at least one writing sample-quality legal memo as a key deliverable with the opportunity to produceย additionalย research materials.

Required Knowledge, Skills, & Abilities:

  • Completed at least one year of law school and currently pursuing a Juris Doctor (J.D.) degree.

  • Familiarity with Westlaw or LexisNexis.ย ย 

  • Proficiencyย in Microsoft Office Suite (Word, Excel, PowerPoint).ย 

Preferred Knowledge, Skills & Abilities:

  • Capable of working both independently and as part of a diverse, multi-skilled team.ย 

  • Ability to communicate methods and findings verbally, in writing, and visually to technical and non-technical audiences.ย 

  • Experience working with confidential, protected, sensitive data; working knowledge of data privacy and handling practices.ย 

  • Interest in public policy or administration; experience in a government setting.ย
