Job Description
EPS Corporation is seeking a Procurement Specialist supports mission-critical acquisition and logistics operations for the U.S. Navy and Department of Defense (DoD). This role is responsible for executing end-to-end procurement activities in compliance with federal regulations, including the Federal Acquisition Regulation (FAR)
The ideal candidate will have experience in federal contracting, vendor management, and acquisition lifecycle support in a DoD or Navy environment.

Key Responsibilities
Procurement & Contracting
  • Perform pre-award and post-award procurement functions, including acquisition planning, solicitation, evaluation, and contract award.
  • Develop procurement packages, statements of work (SOW), and independent government cost estimates (IGCEs).
  • Review procurement requests for completeness, accuracy, and compliance with FAR/DFARS.
  • Analyze bids, proposals, and quotes to determine best value and compliance
  • Identify, evaluate, and maintain relationships with suppliers and subcontractors.
  • Source materials and services from commercial and government vendors, including those outside standard supply systems.
  • Negotiate pricing, delivery schedules, and contract terms to achieve cost-effective solutions.
  • Administer contracts from award through closeout, including modifications, compliance monitoring, and performance tracking.
  • Resolve procurement and logistics issues with internal stakeholders, government personnel, and vendors.
  • Maintain procurement documentation, audit readiness, and reporting requirements.
  • Ensure adherence to FAR, DFARS, and DoD procurement policies.
  • Support SDVOSB participation goals, including identifying set-aside opportunities and engaging qualified vendors.
  • Assist with subcontracting plans and small business utilization reporting.
Program Support
  • Coordinate with program managers, engineers, and logistics teams to forecast requirements and procurement timelines.
  • Prepare reports, briefings, and procurement status updates for leadership.
Required Qualifications
  • Bachelor's degree in Business, Supply Chain, Logistics, or related field (or equivalent experience)
  • 3+ years of procurement or contracting experience (DoD/Navy preferred)
  • Knowledge of Federal Acquisition Regulation (FAR) and contracting lifecycle
  • Experience with procurement systems (e.g., SAP, Deltek Costpoint, or similar)
  • Strong analytical, negotiation, and communication skills
  • DAWIA Certification (Contracting Level I/II) or equivalent
  • Active or eligible for a DoD security clearance
  • Identify, evaluate, and maintain relationships with suppliers and subcontractors.
  • Source materials and services from commercial and government vendors, including those outside standard supply systems.
  • Negotiate pricing, delivery schedules, and contract terms to achieve cost-effective solutions.
