Bechtel's Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fab in Clay, NY. Job Summary:

In this position, you will lead Project Controls personnel responsible for cost engineering, estimating, forecasting, planning and scheduling, performance management, change management, and project risk management activities on large, complex Manufacturing & Technology (M&T) projects. You will provide leadership, technical direction, oversight, training, mentoring, and guidance to support effective execution of Project Controls processes and successful project delivery.

The Project Controls Supervisor partners with Project Management, Engineering, Procurement, Construction, Startup, Commercial, Subcontracts, and other functional organizations to provide timely analysis, forecasts, performance insights, and recommendations that support informed decision-making and achievement of project objectives. #LI-SM2

Major Responsibilities:
  • Oversee cost engineering, cost estimating, forecasting, and cost control activities in support of project objectives.
  • Oversee schedule performance, progress measurement, analysis, impact identification, forecasting, and recovery planning activities.
  • Support integration of cost, schedule, forecasting, risk management, change management, trend management, and performance measurement processes to support effective project execution and decision-making.
  • Oversee development and maintenance of project forecasts, evaluate performance trends and variances, and provide analysis and recommendations to project and functional management.
  • Supervise preparation and presentation of estimates, forecasts, performance reports, dashboards, executive presentations, and other Project Controls deliverables.
  • Develop and utilize performance metrics, dashboards, and analytical tools to evaluate project performance, identify trends, support decision-making, and drive continuous improvement.
  • Partner with project, subcontract, and functional stakeholders to align execution plans, assumptions, priorities, and performance objectives.
  • Support implementation of project operating cadence, reporting, forecasting, performance review, change management, trend management, and Project Enterprise Risk Management (PERM) processes.
  • Ensure compliance with Project Controls standards, procedures, work processes, and reporting requirements.
  • Provide leadership, supervision, mentoring, training, and technical guidance to Project Controls personnel while supporting personnel development, knowledge transfer, and continuous improvement initiatives.
  • Support engagement with project and client management regarding project performance, forecasts, risks, trends, execution strategies, and recovery plans.
  • Support implementation and execution of project risk management processes.
  • Identify project issues, evaluate alternatives, and implement solutions that improve project performance, predictability, and delivery outcomes.
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
  • Advanced knowledge of Project Controls, including cost engineering, estimating, planning and scheduling, forecasting, performance measurement, change management, trend management, and project risk management.
  • Experience leading integrated cost, schedule, forecasting, and performance management processes on EPC, EPCM, PMC, or other large capital projects.
  • Strong understanding of Engineering, Procurement, Construction, Commissioning, and Startup work processes.
  • Experience analyzing project cost, schedule, risk, forecasting, and performance information to support decision-making.
  • Ability to identify issues, develop mitigation strategies, and implement corrective and recovery actions.
  • Proven leadership, mentoring, stakeholder engagement, communication, and problem-solving skills.
  • Proficiency with Primavera P6, cost management systems, Microsoft Office, and related Project Controls tools.
  • Experience supporting Semiconductor, Data Center, Pharmaceutical, Battery, EV Infrastructure, or other advanced manufacturing projects.
  • Experience managing Project Controls functions on large EPC, EPCM, or PMC projects.
  • Experience integrating cost, schedule, forecasting, risk, trend, and change management processes.
  • Familiarity with Advanced Work Packaging (AWP), phased turnover, commissioning, and startup planning.
  • Experience with schedule risk analysis (QSRA/SRA), trend management, and integrated forecasting practices.
  • Understanding of Total Installed Cost (TIC), commercial impacts, subcontract performance management, claims avoidance, and schedule-driven execution tradeoffs.
  • Experience supporting project operating cadence, executive-level reporting, and performance reviews.
