S,ย Inc.ย has an immediate need for an International Program Analyst who will provide support to our STORM program at Redstone Arsenal, AL.

Description:

The International Program Analyst will support the Cooperative program efforts relating to the Precision Guided Missiles and Rockets Product Office, STORM Project Office.

The PA must have a strong knowledge and understanding of the functions, processes, and interrelationships of weapon system acquisition including research, development, engineering, materiel and maintenance management, procurement, quality/product assurance, test, configuration management, data management, production, and fiscal/budget cycle in order to assist our international partners towards meeting and understand U.S. acquisition and funding timelines.

Responsibilities:

ย ย ย ย ย ย ย ย  Continual development, planning, coordination, implementation, and execution of all requirements for the international partners and provide recommendations for expenditure of funds based on alignment of program needs with the international partner requirements.

ย ย ย ย ย ย ย ย  Responsible for providing information to international partners on procurement planning/forecasting for STORM programs.

ย ย ย ย ย ย ย ย  Communicate frequent, major, and substantial changes to include coordinating weapon cost and availability, funds control, reprogramming, and analyzing current and projected funding requirements.

ย ย ย ย ย ย ย ย  Communicate evolving status of program progress, effectiveness, and accomplishments relative to program objectives and schedules to assist with development of budget items and status of cooperative budgets.

ย ย ย ย ย ย ย ย  Screen documents for export release against permitted export and FMS guidelines and recommend necessary redactions.

ย ย ย ย ย ย ย ย  Submit and manage the document export release process, tracking documents provided to partner nations, and prepare program updates with foreign partners.

ย ย ย ย ย ย ย ย  Coordinate meeting details including export of briefing materials, briefers, conference and teleconference facilities, record and publish minutes and action item, and manage action items and task OPRs.

ย ย ย ย ย ย ย ย  Collect responses, export release responses and ensure they are communicated to the partners.

ย ย ย ย ย ย ย ย  Support contractor requests for export licenses including Technical Assistance Agreements and ITAR Exemptions by reviewing contractor applications and providing comments/corrections and preparing and staffing endorsement memorandums for PM signature.

Qualifications:

ย ย ย ย ย ย ย ย  Bachelors' degree with 10 years of experience, Masters degree with 8 years of experience, Associates with 12 years of experience, or a HS diploma and 14 years of experience.

ย ย ย ย ย ย ย ย  Department of War secret or higher security clearance.

ย ย ย ย ย ย ย ย  A strong background in Foreign Military Sales (FMS) and FMS funding requirements, budget planning and execution, familiarization with International Cooperative Program Memorandums of Understanding (MOU) and Project Arrangements (PA).

ย ย ย ย ย ย ย ย  3 or more years of experience related to FMS programs for the United States government or private industry.

ย ย ย ย ย ย ย ย  3 or more years of experience with responsibilities for program cost, schedule and or performance.

ย ย ย ย ย ย ย ย  3 or more years of experience briefing management on the status of development or production programs.
