UNIT DESCRIPTION
The China Branch Front Office directly supports the Deputy Assistant Director (DAD) in advancing the Branch's strategic objectives and operational priorities and frequently aids all Counterintelligence and Espionage Division (CED) DADs on cross-programmatic and threat agnostic matters. The Front Office serves as the central hub for coordinating and administering Branch priorities, executive communications, high level operational meetings, projects, and taskings.
KEY REQUIREMENTS

• Must be a current, permanent FBI employee
• Must be able to obtain an SCI clearance
• Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)

MAJOR DUTIES

• Serves as an expert advisor and subject-matter expert to the China Branch DAD, executive management, operational managers, and personnel on complex and sensitive strategic, operational, policy, resource, and program-management matters.
• Conducts organizational equity checks and prepares or coordinates executive briefing materials, talking points, and other products required to prepare senior leadership for engagements and decision-making.
• Coordinates with the Office of the National Security Branch Operational Director and CED senior executives in strategic-planning efforts for high-level Five Eyes partner and other international engagements.
• Executes highly complex projects across the China Branch to advance operational priorities, including strategic planning, personnel and non-personnel resource tracking, workforce planning, budget tracking, and the monitoring of organizational objectives and deliverables.
• Partners with the Office of General Counsel and the National Security Branch on policy matters, reviewing policies and processes to support compliance, operational efficiency, and risk mitigation.
• Collaborates regularly with DADs, Section Chiefs, other CED components, other FBI divisions, and external FBI partners to coordinate high-level operational meetings, joint projects and taskings.
• Independently plans, schedules, and carries out assignments on behalf of the DAD with minimal oversight.

Specialized Experience (SE)
GS-14: Applicant must possess at least one (1) year of SE equivalent to the GS-13 grade level. SE is defined as follows:

• Apply and adapt analytical techniques and evaluation criteria to assess program effectiveness, organizational productivity, resource requirements, policy compliance, operational risk, and opportunities for process improvement
• Deliver high-level briefings, reports, presentations, and other decision-support materials to advise leadership on complex strategic, operational, and policy matters
• Lead diverse, cross-functional teams to achieve enterprise program goals and resolve complex organizational issues

ADDITIONAL INFORMATION

• Positions with fitness for duty requirements or those that require international travel may require proof of certain vaccinations.
• Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere.
