Management Analyst (MELA)
5 Days Onsite at Pentagon 
Secret Clearance

Position Overview:
Nationwide IT Services, NIS, is supporting the Staffing and Technical Acquisition Services Support II (STAQSS II) prime contract for the Headquarters Air Force. We have an opportunity for a Management Analyst, Senior (munitions export license applications specialist), who will support the Munitions Export License Application (MELA) team, which evaluates export license applications, commodity jurisdiction requests, and voluntary disclosures, and which prepares recommended responses for the Air Force to provide to DoD’s Defense Technology Security Administration (DTSA).
Responsibilities:
This individual must possess a strong understanding of International Traffic in Arms Regulations (ITAR).
The tasks for this position include, but are not limited to, the following:
  • Analyzing and assessing potential export agreements to prevent international transfer of U.S. military technology when such transfer is not in the best interests of the U.S.
  • Maintaining current information on U.S. and international policies, treaties, laws, etc., on the control of missile technology and related weapon delivery systems.
  • Developing and maintaining a database of Air Force export applications and applicable regulatory information to facilitate/support reviews and recommendations. Offices of Defense Cooperation (ODC) will provide the database maintenance and/or updates for the government.
  • Researching, analyzing, and providing draft recommendations on each MELA case and conduct export-related issue and policy studies.
  • Recommending export policies and actions that enhance the security of Air Force systems and programs.
  • Reviewing, analyzing, and providing recommendations on international technology transfer issues and policy to include such specialized topics as manufacturing technology, industrial espionage, country-to-country agreements, and national security.
  • Monitoring and reporting on foreign disclosure limitations and FMS/NATO-related issues.
  • Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.

Qualifications:
  • Active Secret Clearance
  • Master’s degree in any discipline.
  • A total of 10 years of experience with the tasks above in a System Program Office and/or Air Force Headquarters or other relevant organization or industry.
  • Must have International Traffic in Arms Regulations (ITAR) and Munitions Export License Application (MELA) experience.
  • Must be proficient in all computer-based communication/office IT tools, to include the following: Microsoft (MS) Office Suite – Word, Power Point, SharePoint, Excel, TEAMS; Adobe (both reader and Pro).
  • Must have the ability to learn new software/office IT tools as needed in a timely manner.
  • Must be proficient in public speaking: capable of delivering briefs, speaking in meetings in person and online, and giving presentations.
Work Experience Substitutions:
  • 12 years of relevant work experience may be substituted for a MA/MS degree.
  • BA/BS degree plus 8 years of relevant work experience may be substituted for a MA/MS degree.
Physical Requirements: 
  • Ability to move or traverse throughout a large, secure facility and between multiple work areas
  • Ability to perform repetitive motions with hands, wrists and fingers
  • Ability to sit for prolonged periods at a desk and working on a computer

Salary range $115,000 to $140,000 annually
