Job Description:

The Director of International Business Development serves as L3Harris' corporate lead for international business engagement in Washington, DC. This role develops and strengthens relationships with U.S. government organizations responsible for international programs and Foreign Military Sales (FMS), including the Defense Security Cooperation Agency (DSCA), Defense Technology Security Administration (DTSA), and the military FMS Implementing Agencies. The Director also leads corporate engagement with foreign embassies in Washington, DC to advance L3Harris' global outreach, particularly in support of regional executives and priority countries. This position works closely with segment and sector business development leaders to coordinate U.S. government and embassy engagements that support international growth objectives.

Job Responsibilities:

  • Act as the primary corporate interface with U.S. Department of Defense organizations responsible for international business and Foreign Military Sales, including DSCA, DTSA, and FMS Implementing Agencies (e.g., SAF/IA, AFSAC, DASA-DEC, USASAC, NIPO).
  • Lead corporate relationships with foreign embassies in Washington, DC to strengthen global outreach and opportunity development.
  • Conduct regular program briefings with DSCA and FMS Implementing Agencies to communicate L3Harris priority pursuits and request government support as needed.
  • Serve as the primary corporate point of contact with the U.S. Department of Commerce Advocacy Center.
  • Engage embassy defense and commercial leaders to identify new opportunities and influence active pursuits.
  • Coordinate closely with segment and sector business development teams to ensure government and embassy engagements align with business priorities.
  • Review, prioritize, and submit segment and sector advocacy requests to the Advocacy Center.
  • Represent L3Harris in international trade and industry associations, including Aerospace Industry Association (AIA) International Council and Defense Trade Committees, the American League for the Export of Security Assistance (ALESA), and relevant regional trade organizations and business councils.
  • Participate in and drive targeted engagement at defense trade shows.
  • Report to VP for International Business Development and Government Relations and collaborates with corporate executives across 9 global priority markets.
  • Active or eligible U.S. security clearance at the Secret level.

Qualifications:

  • Bachelor's degree with a minimum of 15 years or Graduate degree with a minimum of 13 years of prior related business development experience. In lieu of a degree, a minimum of 19 years of prior related business development experience.
  • Minimum 8-10 years of experience within the U.S. Department of Defense or U.S. Military Services.
  • Minimum of 4-6 years of experience with the U.S. Foreign Military Sales (FMS) process.

Preferred Additional Skills:

  • Strong analytical, stakeholder management, and communication skills.
  • Understanding of embassy operations, organizational structures, and defense / aerospace industry.
  • Demonstrated success leading teams and partnerships within large, complex organizations.
  • Experience in government and/or defense industry environments.
  • Ability to operate effectively in ambiguous and dynamic environments with a proactive leadership approach.
  • Customer-focused mindset with the ability to manage both internal and external stakeholders.
  • Proven ability to prioritize, manage multiple engagements, and drive rapid issue resolution.

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $175,000-$325,000. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, and Vermont is $152,500-$283,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
