Main Purpose of Job
The main purpose of this position is to serve as the managerial level of investigative and intelligence work within the unit by supervising Detective Lieutenants and Special Detectives currently assigned to the DEA and IID Strike Force Unit with a mission focused on eliminating corruption within the State of Maryland. This position works in conjunction with DPSCS, Internal Executive Leadership, the Baltimore City State's Attorney Office, the Office of the Maryland Attorney General, and the Office of the US Attorney for the District of Maryland to conduct criminal investigations to include those involving corruption within DPSCS. These duties are carried out with total police/ law enforcement powers as bestowed by Maryland State Law.
POSITION DUTIES
Receives,\r\ndisseminates, and manages allegations. Supervises Lieutenants' and Special\r\nDetectives' confidential investigations of criminal activity and allegations of\r\nserious misconduct by DPSCS employees, inmates, visitors, and others as\r\ndirected.\r\n Evaluates\r\ninvestigation operations, develops procedural changes and implements staff\r\ntraining as required.\r\n Evaluates the\r\nscope, timing, and direction of complex, highly sensitive or controversial investigations.\r\n \r\nReviews\r\ninvestigatory work within unit. Reviews and approves subordinate's\r\ninvestigatory methods and ensures all are up to standards.\r\n Coordinates,\r\nidentifies and collects physical evidence and reports information using camera,\r\ntelephone and other evidence collection tools to prepare a completed\r\ninvestigation file in accordance with established procedures.\r\n Reports and reviews\r\ninformation related to assigned investigations. Reviews criminal and\r\nadministrative investigative reports to ensure they are written in a clear,\r\nlogical, and impartial manner.\r\n Prepares criminal\r\nand administrative investigation reports that are clear, logical, impartial and\r\nproperly documented.\r\n \r\nMaintains an\r\nautomated case management system that assures timely assessment of cases,\r\ndissemination of information and identification of emerging patterns and\r\nconditions relating to corruption;\r\n \r\nEstablishes and maintains liaison with other\r\ngovernmental agencies concerned with the criminal justice system.\r\n\r\nPresents clear and precise testimony in court\r\nand administrative hearings on all aspects of the assigned investigation in\r\norder to explain the results of the investigation. .Meets and reviews investigations with local\r\nState's Attorneys, US Attorneys, and Assistant Attorney General.Meets and discusses cases with DPSCS attorney\r\nadvisors.\r\n
MINIMUM QUALIFICATIONS
Education: High school diploma or\r\nG.E.D. certificate acceptable to the Maryland State Board of Education as\r\ndescribed in the Police Training Commission regulation.\r\nExperience: Three years of\r\nsupervisory investigative work as an Internal Investigation Detective\r\nLieutenant, or three years of comparable law enforcement investigative\r\nsupervisory experience in a municipal, county, state or federal police agency.\r\nNotes:\r\n1. The above educational\r\nrequirement is set by the Police Training Commission in accordance with Public\r\nSafety Article, Section 3-207.\r\n2. Applicants may substitute\r\ncollege education for the required general experience at the rate of 60 college\r\ncredits, including at least 15 credits of criminal justice courses for up to\r\none year of the required experience.\r\n\r\n\r\n3.Candidates may\r\nsubstitute U.S. Armed Forces military service experience as a non-commissioned\r\nofficer in special investigations or military police classifications or\r\nspecialty codes in the criminal justice field of work at the rate of two years\r\nof military experience for one year of experience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
1. Experience supervising wiretap assignments.\r\n2. Experience supervising electronic surveillance assignments.\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Candidates must possess and maintain a current Maryland certification as a Police Officer. \r\n2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n
SPECIAL REQUIREMENTS
1. Employees must meet the selection standards required and successfully complete the training prescribed by the Police Training Commission for police officers in accordance with Public Safety Article, Section 3-207 of the Annotated Code. Selection standards for police officer training are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 04, Chapter 01 and include the following: U.S. Citizenship or Resident Alien status Must be at least 21 years of age A complete background investigation Oral interview Physical examination Polygraph and psychological evaluations. \r\n2. Candidates will be given a medical examination to determine their ability to perform job-related functions. Employees in this classification will be required to bear firearms, and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis. \r\n3. Employees are subject to call-in on a 24-hours a day basis and will be required to provide the employing agency with a telephone number where they can be reached, and carry an electronic pager. 4. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, 12.04.01 and Police Training Commission General Regulation .01-1, Testing for Illegal Use of Drugs. \r\n
