Description
GENERAL DEFINITION
This class is distinguished from other inspection classes by the employee's certification as a Quality Control Inspector, enabling them to perform certified independent weatherization quality control inspections. Work includes all other aspects of field work inspection and coordination, including conducting job site conferences and ensuring compliance with contract terms, work specifications, codes, construction practices, and inspection protocols. Performing building diagnostics, recording and reporting inspection findings and concerns, and initiating corrective actions are significant aspects of the work.
Requirements
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
  • Three years of experience inspecting residential properties for planning and estimating rehabilitation work, which includes two years at the whole performance level.

OR
  • Education equivalent to completion of the Twelfth grade, and
  • Seven years of experience in any of the recognized building trades or as a weatherization installer or auditor as currently certified by the PA Department of Community and Economic Development which have involved residential building rehabilitation and/or weatherization three years of which have been inspecting properties for planning and estimating rehabilitation and/or weatherization work, which includes two years at the whole performance level.

OR
  • Any equivalent combination of acceptable education and experience that has included the completion of at least two years of hands-on construction, repair, alteration or weatherization experience with at least two years of experience performing technical field inspections of projects to assure contractors' adherence to contract requirements, plans and specifications, including one year at whole performance level.

Note: Completion of a two-year training program, which has included classroom instruction and on-the-job training in residential building rehabilitation and inspection, may be substituted for up to four years of general experience requirements indicated above.
PHYSICAL AND MEDICAL STANDARDS
  • Ability to meet approved minimal physical and medical standards.

LICENSES, REGISTRATIONS, AND/OR CERTIFICATES
  • Possession of a valid motor vehicle operator's license issued by the Commonwealth of Pennsylvania before appointment, and
  • BPI Quality Control Inspector certification, as defined by the Clean Energy Center and the Department of Energy, before appointment and during the tenure of employment as a Quality Control Inspector.
