Job description

Standard Job Description
The COMSEC Manager will lead all communications security (COMSEC) functions for the C3I team, ensuring the proper accounting, configuration, distribution, and protection of classified cryptographic material and equipment. This role requires experience with COMSEC hardware, key management, and SOP development. The incumbent will serve as the primary technical and administrative point of contact for COMSEC users, supporting mission-critical communications while maintaining strict compliance with DoD and agency policies.
Responsibilities include:
  • Maintain up-to-date COMSEC inventory records; generate and submit required accounting reports IAW policies and procedures.
  • Maintain positive interaction and communication with Contracting Officer Representative (COR) and the NSA Auditors.
  • Configure, install, program, and troubleshoot and distribute crypto hardware (Sectera-vIPer phones, TACLANE encryptors) to minimize user downtime.
  • Conduct initial briefings and debriefings for individual users; retain copies of all documentation.
  • Order, receive, load, and manage COMSEC keying material using Simple Key Loaders (SKL) and other approved devices.
  • Provide technical and administrative support to COMSEC equipment holders and facilitate interoperability of purchased COMSEC equipment.
  • Develop, update, and maintain SOPs governing all COMSEC activities.
  • Re-key circuits as required and perform hands-on installation, maintenance, configuration, and troubleshooting of COMSEC equipment.
  • Assist with networking troubleshooting and related tasks that impact cryptographic systems.
  • Maintain the COMSEC access list for Controlled/Closed Area Designations and ensure it reflects current clearances.
  • Read, interpret, and apply complex network drawings and documentation to meet cryptographic requirements.
  • Perform Over-The-Air Transfer (OTAT) of key material to remote sites as needed.

Basic Qualifications
Meet the requirements for the dod 8140 Intermediate Proficiency Level
Must be able to interpret, apply, and communicate the above COMSEC-related standards and contractual documentation.
Demonstrated competence includes:
  • Accurate DD-254 review and annotation for COMSEC elements.
  • Ability to align SOW language with COMSEC requirements.
  • Clear articulation of CNSSI 4001 GFE obligations.
  • Effective translation of CNSSI 4005 key-management controls into operational guidance.

Desired Skills
Understanding and ability to communicate input for a Basis of Estimate (BOE) work package.
Proficient in AI prompting as it applies to this position and practice.
Pay Information
Full-Time Salary Range: $104900.00 - $194700.00

  • For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
