About Us and the Role:
The City of Glendale's Transportation Department provides quality public transit facilities and services that support and enhance a safe and high quality of life for our residents, while helping to improve and sustain the environment.
The Intelligent Transportation Systems Analyst develops, updates and monitors traffic signal timing plans. Implements citywide coordination plans using centralized traffic signal system software and Intelligent Transportation System (ITS) infrastructures. Coordinates dissemination of travel information to the public utilizing variable message signs (VMS) and other media. Actively manages traffic signals during planned/un-planned events and peak hours from Traffic Management Center.
The ideal candidate for the role will have a Bachelor's degree in Electronics, Computer Science, Engineering, or a related field and two years of relevant work experience in traffic signal systems such as Intelligent Transportation Systems, telecommunications, system programming, and/or traffic signal system timing.

Holiday, Vacation, and Sick Leave:
Regular status position's offer:
  • The City of Glendale observes 10.5 holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays.
  • Vacation leave accrues at 5.33 hours per pay period (138 hours per year), and increases to 6.12 hours after 5 years, and to 7.6 hours after 10 years of service.
  • Sick leave accrues at 4.4 hours per pay period (114 hours per year).

Retirement:
  • This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and the current contribution rate is 12%.

Essential Functions
  1. Actively manages traffic signals using City's ITS signalized system for daily traffic, planned and unplanned events, and construction activities. Planned events includes events at Sports and Entertainment District and Downtown Glendale.
  2. Refines and monitors traffic signal timing plans based on real time traffic monitoring. Assists emergency service with traffic control by altering traffic signal operations as conditions dictate. Coordinates with other city departments and agencies for efficient flow of traffic during short- and long-term events.
  3. Serves in a lead role rotation to manage traffic operations during events at city sports facilities. This includes deploying traffic signal timing plans, programming dynamic message signs, and actively controlling traffic signals to ensure safe and efficient traffic flow.
  4. Develops, monitors, and updates traffic signal timing plans.
  5. Implements citywide coordination plans using the centralized traffic signal controller system based on real time traffic patterns.
  6. Regularly evaluates traffic problems utilizing live video images to maximize the capacity of the City's ITS system.
  7. Utilizes Dynamic Message Signs (DMS) and other media to communicate traffic conditions to the traveling public.
  8. Acts as City of Glendale Transportation Department liaison in various transportation related committees.
  9. Prepares analytical studies and makes verbal and written recommendations to the ITS Superintendent regarding innovative changes that will maximize the capacity of the existing ITS system.
  10. Assists with engineering specification design and implementation of a variety of ITS technologies.
  11. Processes Automated Traffic Signal Performance Measures (ATSPM) data and optimizes traffic signal operations.
  12. Performs other duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors
Bachelor's degree in Electronics, Computer Science, Engineering, or a related field and two years of relevant work experience in traffic signal systems such as Intelligent Transportation Systems, telecommunications, system programming, and/or traffic signal system timing.
Knowledge of:
Theory, principles, practices, materials, and equipment of traffic signal operation, traffic flow, telecommunications, fiber optics, closed circuit television cameras, and all other aspects ITS Professional literature and sources of information for the field of intelligent transportation systems
The Manual on Uniform Traffic Control Devices
Ability to:
Effectively identify, plan, organize and carry out necessary repairs to the City's ITS system
Analyze findings and prepare recommendations, present written and oral reports
Communicate effectively both verbally and in written form
Establish and maintain effective working relationships with City employees, contractors, other government agencies, and the public
Exercise considerable initiative and independent judgment
Provide quality customer services
Interpret regulations, policies, and guidelines of the City of Glendale and other government agencies
Conduct field observations, tests, and installations
Communicate with the public on ITS and traffic signal issues and be viewed by the public as an expert in these areas
Any equivalent combination of training and experience that provides the required knowledge, skills, and abilities is qualifying
Special Requirements:
Valid Arizona driver's license. Applicants will be required to undergo drug testing prior to employment and will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. Will be required to work extended hours on evenings, weekends, and/or holidays for events.
