Job description

Job Title

The incumbent will work within the Defense Logistics Agency, Information Operations (J6), Program Executive Office, Enterprise Advanced Analytics Program, with a primary focus on projects leveraging QLIK and enterprise cloud services.

Provide comprehensive project management services, managing, controlling, tracking, and reporting on all Business Systems software development and integration projects.

Provide comprehensive project management services on the development of new QLIK applications from the receipt of the requirement throughout the product's lifecycle.

Support EA2 applications to serve DLA's enterprise analytical community, with a focus on leveraging cloud services and AI/ML capabilities.

Serves as a Project Manager for Information Technology (IT) software development and integration project teams or program area support teams, responsible for varied Project Management and related services.

Manage projects utilizing resources assigned in a matrix environment and independent business process areas to design, modify and maintain the applications, components, interfaces and extensions that comprise agency-wide Automated Information System.

Interprets and clarifies policies, procedures, performance standards and monitoring techniques related to audit readiness, software development or changes, especially as they relate to the QLIK application development lifecycle.

Applies IT program management approaches, including information assurance, systems engineering, IT systems sustainment approaches, and systems engineering activities, as they relate to program protection, interoperability, and technology.

Applies IT program management approaches, including emerging IT acquisition strategies, performance measures, quality management, acquisition planning, as they relate to program protection, interoperability, and technology.

Serves as a Contracting Officer Technical Representative (COTR), providing technical expertise and oversight for contracts related to IT Projects.

Serves as a Project Manager responsible for leading various Information Technology (IT) software development and integration project teams within the assigned functional program area(s).

Analyzes system change requests to determine and recommend logical approaches for incremental deliveries, as needed.

Conducts In Process Reviews (IPR), which are held with J-6 management, Headquarters (HQ) DLA, and supported customers, and notifies HQ DLA sponsors of the requirement for customers/users to participate in functional tests.

Provides oversight for system engineering, configuration management, and cybersecurity requirements to ensure that the program remains in compliance with Agency policies.

Provides advice on the impacts, risks and risk mitigation of software development decisions, plans, designs, and specifications.
