Job description

The Proposal Manager owns the full proposal lifecycle for public sector opportunities, with a strong focus on content strategy and partner coordination. This role will drive proposal quality and operational rigor across complex government procurement processes, enabling the team to respond faster, more strategically, and at greater scale. The ideal candidate brings deep experience in US public sector RFx processes and a genuine interest in content strategy - not just managing submissions, but shaping the messaging, building the library, and improving how the team produces responses over time. Experience coordinating partner deliverables within proposal responses and working alongside offshore execution teams is essential. This role sits at the intersection of deal strategy, content governance, and cross-functional coordination. You will work closely with solution consultants, sales, legal, and partner organizations while managing our Loopio content environment and contributing to the team's ongoing modernization of how proposals are produced and scaled.

What You'll Do

Public Sector Proposal Delivery

  • Own end-to-end proposal delivery for public sector bids - from intake qualification through final submission and post-submission debrief

  • Qualify inbound requests against bid criteria: sales engagement, timeline feasibility, solution readiness, and strategic fit; recommend proceed, deprioritize, or decline decisions

  • Navigate public sector-specific requirements including FAR/DFAR compliance, on-shore contributor constraints, portal management, and procurement processes such as Ariba

  • Tier and route work within the hub-and-spoke model, coordinating with the India execution team on project setup, response population, formatting, and portal submissions; Exceptions to this would be proposals requiring onshore support

  • Conduct final quality reviews to ensure message cohesion, strategic alignment, and submission readiness before every response goes out

Content Strategy & Library Governance

  • Shape win themes, executive summaries, and strategic messaging for high-priority submissions, ensuring responses reflect current product positioning and competitive context

  • Own Loopio content governance - identifying gaps, flagging outdated entries, and driving library quality in partnership with solution consultants and content owners

  • Collaborate with SMEs, solution consulting, and product teams to develop and maintain reusable content that improves response quality and reduces manual effort over time

  • Support the team's rollout of AI-assisted drafting and generative answer tooling, providing structured feedback on output quality and contributing to prompt and instruction improvement

Partner Coordination

  • Coordinate partner deliverables within RFx responses - managing timelines, tracking outstanding inputs, and ensuring partner contributions meet submission requirements

  • Act as the primary point of contact for partner-contributed content on proposals you own, working directly with partner teams to resolve gaps and maintain quality

  • Maintain accurate Salesforce case documentation and contribute to win rate, RFx-to-demo, and pipeline influence reporting

What You'll Need
  • 4+ years of proposal management or RFx response experience, with direct exposure to US public sector or government procurement processes

  • Demonstrated ability to shape and elevate proposal content - not just coordinate it - including executive summaries, win themes, and strategic messaging

  • Familiarity with federal acquisition regulations (FAR/DFAR) and public sector submission requirements

  • Experience coordinating partner-contributed deliverables within RFx responses

  • Experience working within or alongside offshore or outsourced execution teams; able to set clear expectations, review work effectively, and maintain quality at scale

  • Experience managing content libraries or governance processes in a proposal or presales context; Loopio experience a plus

  • Comfortable in Salesforce for case management, intake tracking, and reporting

  • Strong written communication skills - able to shape, edit, and elevate responses under deadline pressure

  • Highly organized, with the ability to manage multiple concurrent proposals at different complexity tiers without losing quality

  • Collaborative, proactive communicator who can work across sales, legal, solution consulting, and external partners without needing a defined script for every situation

Preferred Qualifications

  • Background in a SaaS or technology company where proposals span both commercial and public sector pipelines

  • Exposure to AI-assisted content generation in a proposal or content context

  • Prior work on portal-based submissions (Ariba, GovProcure, or similar)

  • Experience contributing to or maintaining a shared content library used by a distributed proposal or presales team
