Job description

Career Team is seeking a RESEA Program Manager who will provide strategic oversight and leadership for the Reemployment Services and Eligibility Assessment (RESEA) program. The RESEA Program Manager is responsible for managing service delivery operations, ensuring contractual compliance, and leading performance outcomes in alignment with Career Team's goals. This position will oversee RESEA Supervisors and serve as the primary liaison with internal and external stakeholders on RESEA-related matters. This role will be performed under the direction of the Deputy Director.

Your Impact on Career Team's Success:

  • Oversee all operational aspects of RESEA program delivery, ensuring services are provided in alignment with program goals, state guidance, and contractual requirements.
  • Provide direct supervision and coaching to RESEA Supervisor and RESEA Team, fostering a high-performing team culture focused on customer engagement and positive outcomes.
  • Establish and monitor key performance indicators (KPIs), developing strategies to meet or exceed performance goals related to reemployment, job placement, and customer engagement.
  • Collaborate with internal leadership and local and state workforce partners to ensure consistent implementation of program initiatives, workshops, and assessments.
  • Review performance data, analyze trends, and develop action plans to improve program efficiency and effectiveness.
  • Collaborate with the Deputy Director and Performance Manager to review performance data, identify trends, and implement strategies for continuous program improvement
  • Oversee quality assurance processes, ensuring data integrity, accurate documentation in Work In Texas and other required systems, and adherence to case management standards.
  • Support continuous professional development for RESEA Supervisor and Coordinators, coordinating training and knowledge-sharing sessions on policies, procedures, and best practices.
  • Serve as the point of contact for escalated participant matters and high-level compliance issues, coordinating resolution with Unemployment Insurance (UI) and other partner agencies as needed.
  • Lead efforts to align services with local labor market demands and collaborate with workforce center leadership to integrate RESEA services into broader workforce strategies.
  • Drive a customer-centered approach that enhances participant engagement and maximizes employment outcomes.
  • Appropriately represent Career Team in stakeholder meetings, community forums, and state-led workgroups relevant to RESEA programming.
  • Approach each day and task with a "ZAG" mindset.
  • Perform other tasks as assigned

The Ideal Qualifications for this Position Include:

  • Bachelor's degree in workforce development, business administration, human services, or a related field, or an equivalent combination of education and experience.
  • 2+ years of experience in business, marketing, public relations, education, human and/or workforce development services
  • Knowledgeable about the RESEA Programs and other workforce program requirements
  • Minimum of 1 year of experience in workforce development programs, preferably with direct experience in RESEA or UI-integrated service delivery.
  • Experience leading teams to meet performance metrics, preferably within case management or career services settings.
  • Strong interpersonal skills with the ability to collaborate across departments and partner agencies.
  • Proficiency in data systems including Work In Texas and other case management platforms, with strong attention to data quality and accuracy.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • Ability to work in a variety of settings with a culturally diverse customer base with the ability to be culturally sensitive
  • Ability to give presentations and workshops (public speaking)
  • Sharp attention to detail with strong organizational, analytical, research, and critical thinking skills
  • Computer literate with proficiency in Microsoft Office (e.g., Word, Excel), PowerPoint, training platforms, and case management or customer relations software applications
  • Exceptional time management skills to meet deadlines and work under pressure
  • Excellent verbal and written communication skills
  • A Valid Driver's License
