\r\n\r\nThe Connecticut Department of Correction (DOC), Health Services Unit, is seeking to hire a State Program Manager to lead and manage continuity of care activities associated with the Consolidated Appropriations Act (CAA) of 2023.\r\n\r\n\r\nWhat We Can Offer You\r\n\r\n\r\n NEW:Visit ourState Employee Benefits Overviewpage!\r\n Professional growth and development opportunities.\r\n A healthywork/life balanceto all employees.\r\n AHazardous Duty pension plan(State Employees Retirement System Tier IV).\r\n\r\nPosition Highlights\r\n\r\nThis position oversees documentation, auditing, and compliance processes that support incarcerated individuals transitioning to and from the community, ensuring accuracy, regulatory adherence, and HIPAA-compliant information exchange.\r\n\r\n\r\nIn this role you will:\r\n\r\n Manage the DOC's CAA Continuity of Care and reentry coordination program across multiple correctional facilities.\r\n Oversee documentation, reporting, and compliance activities related to CAA reentry provisions.\r\n Coordinate with community health partners to support timely linkage to medical, behavioral health, pharmacy, and insurance services upon release.\r\n Conduct and monitor Random Moment Time Studies (RMTS) in accordance with state and federal requirements; ensure accurate sampling, documentation, and follow-up.Support billingrelated activities by reviewing documentation, validating service records, and identifying discrepancies.\r\n Lead internal auditing processes to ensure program integrity, accurate reporting, and adherence to HIPAA standards.\r\n Develop and maintain standardized workflows, documentation tools, and qualityassurance checks for facility staff.\r\n Collaborate with facility leadership, community partners, and central office teams to implement program improvements and maintain compliance across all sites.Monitor regulatory updates related to CAA, Medicaid reentry provisions, and confidentiality requirements, recommending operational adjustments as needed.\r\n\r\n\r\n\r\n\r\n The Consolidated Appropriations Act of 2023 reinforced suspension (not termination) of Medicaid during incarceration and improved eligibility processing for detained individuals. CT has already implemented suspension statewide and is now expanding collaboration between DSS, DOC, CSSD, and community providers to ensure timely reinstatement at release-an approach directly supported by the CAA's transitionofcare requirements. The Act's groundwork for prerelease Medicaid coverage also connects to Connecticut's active pursuit of a Section 1115 demonstration waiver that would allow limited Medicaid services-such as SUD treatment, MAT initiation, and care coordination-up to 90 days prerelease. Overall, the CAA provides the federal framework enabling Connecticut's push toward more seamless Medicaid coverage and improved care continuity for people moving in and out of incarceration.\r\n \r\n \r\n \r\n This is a full-time, Monday-Friday position working 8AM-4PM in Wethersfield.\r\n \r\n \r\n About Us\r\n The Department of Correction shall strive to be a leader in progressivecorrectional practices and partnered re-entry initiatives to support responsive evidence-based practices geared toward supporting reintegration and reducing recidivism under theDepartment's supervision. \r\n\r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in business administration, public administration or a closely related fieldmay be substituted for one (1) additional year of the General Experience.\r\n Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience. \r\n\r\n\r\n
PREFERRED QUALIFICATIONS
\r\n Experience with correctional health, reentry services, Medicaid operations, or community health coordination.\r\n Experience with CAA requirements, reentry-based coverage transitions, RMTS, and healthcare billing/documentation processes.\r\n Experience performing auditing, data review, and compliance-monitoring.\r\n Experience with HIPAA and best practices for handling protected health information.\r\n Experience coordinating multisite programs and maintaining effective communication with facility staff and community providers.\r\n Experience with documentation systems, data tracking tools, and workflow management.\r\n \r\n\r\n
