About Us:

Indiana Public Retirement System (INPRS’) is among the largest 100 pension systems in the United States. INPRS serves the needs of approximately 500,000 members and retirees representing approximately 1,300 employers, including public universities, school corporations, public safety, municipalities and state agencies. The Indiana Public Retirement System is a public pension fund who manages approximately over $54 billion in assets, making it one of the largest in the United States. We are located in the heart of the city, in downtown Indianapolis, near the circle & across the street from our monumental state house. This position will require Indiana state residency. Your Impact:

This role will serve as a legal advisor and advocate, ensuring compliance with applicable laws while advancing our public policy objectives. The ideal candidate will possess deep knowledge of government processes, strong legal insight, and exceptional communication skills.

This position assists the Chief Legal and Compliance Officer in providing legal counsel regarding member appeals of benefits and disability determinations, complex employee benefit matters and statutory interpretation.

Your work will be aligned with our standard office hours and not client-based billable hours.

Government Affairs Duties and Responsibilities:

  • Monitor, interpret, and analyze proposed legislation, regulations, and policies at federal, state, and local levels.
  • Advise internal stakeholders on legal and regulatory risks and opportunities.
  • Draft legal memoranda, position papers, and regulatory comments.
  • Develop and execute strategies to affect INPRS’ public policy and legislative initiatives that are aligned with organizational goals.
  • Build and maintain relationships with elected officials, regulatory agencies, and industry coalitions.
  • Represent the organization in meetings, hearings, and public forums.
  • Partner with compliance, legal, communications, and business teams to align advocacy efforts.
  • Provide training and guidance on lobbying laws, ethics rules, and political activity compliance.
  • Lead internal policy development initiatives and contribute to long-term government affairs strategy.
  • Track emerging issues and trends that may impact the organization’s interests.

Staff Attorney Duties and Responsibilities:

  • Maintaining a working knowledge of all pertinent federal and state laws, regulations and INPRS policies and procedures, including those related to maintenance of 401(a) pension plan qualification and related tax issues.
  • Preparing and communicating legal interpretations to staff regarding INPRS benefit provisions, rollovers to IRAs and other qualified plans, and other public employee benefit issues.
  • Answering inquiries to the Legal Department from INPRS members, retirees, beneficiaries and employers, as well as state legislators and other constituents.
  • Conducting legal research, analyzing legal issues and preparation of legal memoranda as directed by the Chief Legal and Compliance Officer.
  • Assisting in the preparation and monitoring of correspondence related to the INPRS Legal Department.
  • Assisting in the preparation of material for administrative hearings.
  • Monitoring all INPRS-related legislation.
  • Assisting with drafting amendments to the Indiana Administrative Code annually.
  • Assisting in the implementation of new legislation affecting INPRS.
  • Exhibiting the ability to deal tactfully with members and employers in resolving issues and a commitment to quality customer service.
  • Carrying out other duties as assigned by the Executive Director, Deputy Directors, or General Counsel.

Experience and Qualifications:

  • Juris Doctor Law Degree is required
  • Bachelor’s degree from an accredited four-year college or university is required
  • Admission to the Indiana Bar
  • 5-7 years of experience
