Job description

Position Summary:

The Technical Program Manager (TPM) leads a multi-year network transformation program within the Network Engineering organization. This role sits at the center of a large-scale infrastructure modernization effort, driving delivery across engineering, operations, customer support and third-party vendors.

Essential Responsibilities:

  • Lead the end-to-end delivery of a multi-year network transformation program, including planning, execution, rollout, and operational transition.  Collaborate with Network Engineering leadership and business stakeholders to define program requirements, establish scope, set priorities, and develop long-term technology roadmaps aligned to JetBlue's strategic objectives
  • Define program scope, milestones, and success criteria of network deployment across enterprise locations (airports, datacenters, corporate sites) 
  • Partner with Network Engineering, Customer Support, and Operations teams to ensure seamless integration of network transformation into production and support models
  • Work with cross-functional teams including IT Architecture, Security, Airport Operations, Finance, and vendor partners to drive technical analysis, design, implementation, and post-deployment phases of network infrastructure programs
  • Build and align program teams to deliver on shared goals, fostering accountability, clarity of ownership, and efficient execution across engineering and non-engineering stakeholders
  • Manage vendor and service provider engagements including implementation partners, carriers; track performance, SLAs, deliverables, cross-functional dependencies, risks, and scope changes proactively; optimize schedules and resources to keep programs on track without compromising quality
  • Develop and maintain detailed program plans, schedules, roadmaps aligned to business and technical priorities; own communication plans to keep stakeholders at all levels from engineers to senior leadership informed on program status, issues, risks, and decisions in a timely and structured manner
  • Lead communications across all levels, providing clear and structured updates to engineering teams, stakeholders, and leadership.  Define, track, and report on key program metrics, quality indicators, and performance outcomes; drive cross-functional accountability against committed deliverables
  • Ensure operational readiness by partnering with support teams on runbooks, escalation paths, monitoring, and service transitions
  • Track and report program KPIs including delivery milestones, quality, risk, budget, and business outcomes. Proactively identify complex, long-horizon infrastructure challenges in partnership with engineering leads and translate them into structured programs with clear outcomes and measurable success criteria
  • Champion Agile methodology across the Network Engineering team; introduce and embed Agile practices to improve team velocity, responsiveness, and cross-functional alignment
  • Identify opportunities for automation, process improvement, and operational efficiency across the program lifecycle.
  • Support post-deployment activities including stabilization, optimization, and continuous improvement. Coordinate vendor engagements and service provider relationships as part of program delivery, including evaluation, onboarding and performance tracking across business partners  
  • Other duties as assigned   

Minimum Experience and Qualifications:

  • Bachelor's Degree in Computer Science, Network Engineering, Information Technology, or in a relevant field; OR demonstrated capability to perform job responsibilities with a High School Diploma/GED and at least four (4) years of previous relevant work experience
  • Five (5) years of experience in network engineering, systems engineering, or technical program/product management
  • Demonstrated experience delivering complex technical programs from inception through to production delivery, with clear ownership of scope, schedule, and outcomes
  • Demonstrate experience leading large-scale, cross functional infrastructure programs (network, cloud, or data center)
  • Strong understanding of network infrastructure concepts
  • Strong understanding of WAN technologies including SD-WAN, MPLS, routing and enterprise network concepts
  • Experience gathering and translating technical requirements from engineering teams and business stakeholders into actionable program plans
  • Experience managing complex programs involving multiple stakeholders including engineering, operations, support teams, and external vendors
  • Proven ability to operate independently across multiple concurrent workstreams, demonstrating critical thinking and sound judgment in ambiguous situations
  • Proven ability to manage program scope, timelines, risks, and dependencies across multiple concurrent workstreams
  • Strong organizational, coordination, and multi-tasking skills; comfortable managing competing priorities across a dynamic environment
  • Strong communication skills with experience presenting to both technical team and executive stakeholders
  • Experience building effective working relationships across multi-disciplinary teams, including stakeholders in different time zones and functional areas
  • Analytical and structured problem-solving approach with experience operating across large-scale infrastructure environments
  • Available for occasional overnight travel (40%)
  • Currently in possession of a valid passport or equivalent travel in and out of the United States
  • Must pass a ten (10) year background check and pre-employment drug test
  • Must pass a pre-employment drug test.
  • Must be legally eligible to work in the country in which the position is located
  • Authorization to work in the US is required, this position is not eligible for visa sponsorship 

Preferred Experience and Qualifications:

  • Seven (7) years of experience in network engineering, systems engineering, or technical program/product management
  • Ten (10) plus years of hands-on network infrastructure engineering experience, with direct exposure to enterprise or service provider environments
  • Project Management Professional (PMP), PMI-ACP, Scaled Agile Framework (SAFe), or equivalent Agile/project management certification
  • Cisco CCNA or equivalent network certification demonstrating technical depth
  • Experience working within an ITIL-aligned operations environment including change, incident, and problem management processes
  • Familiarity with Network Development Operations practices, network automation, and Infrastructure as Code (IaC)
  • Experience coordinating with Operations Centers (SOC/OCC/NOC) and support organizations for production readiness

  • Potential need to work flexible hours and be available to respond on short-notice
  • Able to maintain a professional appearance
  • When working or traveling on JetBlue flights, and if time permits, all capable crewmembers are asked to assist with light cleaning of the aircraft

Compensation:

  • The base pay range for this position is between $105,600.00 and $150,400.00 per year. Base pay is one component of JetBlue's total compensation package, which may also include access to healthcare benefits, a 401(k) plan and company match, crewmember stock purchase plan, short-term and long-term disability coverage, basic life insurance, free space available travel on JetBlue, and more.
