Job Description:

L3Harris is seeking a Program Manager to lead cross-functional teams in the capture, proposal, and execution of ISR TC2 programs. This role requires an active Top Secret clearance with SCI eligibility.

The Program Manager is responsible for managing assigned programs and pursuits across the full program lifecycle, including capture support, proposal development, negotiation, planning, execution, sustainment/support, and closeout, in accordance with established company processes and procedures.

In this role, the individual will apply program management knowledge and experience to coordinate multi-functional activities, track program cost, schedule, and technical performance, and ensure commitments to internal and external stakeholders are met. The Program Manager will support execution of new and existing programs involving advanced technologies, while also contributing to new business activities that support growth in orders and sales. The role requires strong communication skills, including the ability to provide clear and effective program status, risks, issues, and recommendations to senior leadership.

Essential Functions:

  • Plan and execute both development and production programs using Earned Value Management System (EVMS) methodology and tools.
  • Accountability and ownership in leading cross-functional teams within a matrix organization for the execution of program requirements including engineering, manufacturing, finance, contracts, etc.
  • Identify continuous improvement and cost reduction opportunities.
  • Coordinate with customers to identify opportunities and solutions and provide issue resolution across the program lifecycle, including proposal, production and support.
  • Provide concise reports to management on status, potential issues, risks, and solution recommendations.
  • Lead proposal teams to define and develop competitive, winning proposals within the DoD community and its contractors as needed.
  • Must be able to support occasional travel.

Required Qualifications:

  • Bachelor's Degree and minimum 4 years of prior relevant experience or graduate degree and a minimum of 2 years of prior related experience.
  • Candidate must have, or be willing to submit for and obtain, a Top Secret clearance with SCI access.
  • Direct experience with Earned Value Management System (EVMS) methodology and tools.

Preferred Qualifications:

  • Familiarity with military communications systems is desired, specifically datalinks.
  • Experience with US Government (Specifically DoD) acquisition, contracting and program management.
  • Military or Intelligence Community Experience preferred.
  • Business/Engineering degree or Technical experience.
  • Strong written and oral communication skills.
  • 4+ years Program Management or related experience within a DoD environment.
