AspectIndependent Contractor Network EngineerNetwork Administrator
CredentialsCertifications like Cisco CCNA, CCNP, CompTIA Network+Similar certifications often required, such as Cisco CCNA
Work EnvironmentContract-based, project-specific, often remote or client sitesFull-time, in-house or office-based
Employer/Industry UsageFreelance or consulting firms, multiple clientsOrganizations, companies, or institutions
Search/Comparison IntentProject-based, freelance, or contract networking rolesIn-house network management roles

The main difference is that Independent Contractor Network Engineers work on a contract basis, often with multiple clients and project-specific tasks, while Network Administrators typically hold full-time positions managing internal networks within an organization. Both roles require similar certifications and technical skills, but their work environments and employment structures differ.

What is an Independent Contractor Network Engineer?

An Independent Contractor Network Engineer is a professional who designs, implements, and manages computer networks on a contract basis, rather than as a full-time employee. They typically work with various clients or organizations to ensure network reliability, security, and performance. These engineers may handle tasks such as network troubleshooting, configuration, upgrades, and security assessments. As independent contractors, they are responsible for managing their own business operations, client relationships, and project timelines.

What are the key skills and qualifications needed to thrive as an Independent Contractor Network Engineer, and why are they important?

To thrive as an Independent Contractor Network Engineer, you need a solid understanding of network architecture, protocols, and troubleshooting, typically backed by a degree in computer science or related certifications like Cisco CCNA/CCNP. Familiarity with network management tools, firewalls, VPNs, and cloud networking platforms is also essential. Strong problem-solving abilities, self-motivation, and effective client communication skills set top performers apart. These competencies ensure reliable network performance, client satisfaction, and successful project completion in a dynamic, client-driven environment.

How do Independent Contractor Network Engineers typically manage multiple client projects and deadlines?

Independent Contractor Network Engineers often juggle several projects at once, each with unique requirements and timelines. Successful contractors rely on strong organizational skills, clear communication, and effective use of project management tools to prioritize tasks and set realistic expectations with clients. It’s common to work remotely or on-site, depending on client needs, and proactive status updates help maintain transparency and client satisfaction. Building a reputation for reliability and flexibility is key to securing ongoing work and referrals in this role.

Description

Leidos is seeking an ambitious and outgoing Residential Contractor Network Manager for our Ameren Illinois Energy Efficiency Program. As the Residential Contractor Network Manager, you will work to develop and maintain a skilled, diverse, and engaged contractor network that supports the Ameren Illinois Energy Efficiency Program making Energy Efficiency accessible, scalable, and impactful.

You will support Program contractors through direct engagement, practical training, and concierge on-boarding. Meet contractors ‘where they are’, provide clear pathways into the Program, and offer hands-on support that builds trust, capability, and long-term meaningful partnership.

The Residential Contractor Network Manager serves as a coordinating resource for all parties that interact with program contractors.  The Residential Contractor Network Manager will provide general program contractor oversight, direction, and follow-up, as well as strategic guidance to program contractors and the Portfolio Program Ally Manager. The Residential Contractor Network Manager will assist with driving contractor network performance as it relates to training, education, program requirements, retention and industry requirements.

The Residential Contractor Network Manager will report directly to the Portfolio Program Ally Manager and will also collaborate closely with the Ameren Illinois Residential Program Managers and Field Team.

Location: Ameren Illinois and Leidos believe it is very important to provide employment opportunity to the utility ratepayers that reside in Illinois. Therefore, there is strong preference for the successful candidate to be located in the Ameren Illinois service territory.

Primary Responsibilities:

  • Lead strategy and day-to-day management of the Residential Program Ally contractor network across the Ameren Illinois service territory, ensuring adequate regional and trade coverage to support program performance.
  • Direct contractor recruitment, onboarding, enrollment, and ongoing engagement, with a strategic emphasis on expanding Building Envelope (Insulation) participation.
  • Assess network gaps by region, trade discipline, and program demand; develop and execute targeted recruitment plans in coordination with program implementers and stakeholders.
  • Manage enrollment documentation (W-9, insurance, ICC verification), certification status, orientation coordination, participation agreements and data integrity within Aleet (Salesforce).
  • Provide responsive and collaborative contractor support, including program guidance, incentive updates, performance feedback, and issue resolution in support of field teams as needed.
  • Partner with marketing teams to develop outreach campaigns and messaging to attract and retain high-performing contractors.
  • Identify and promote training and continuing education opportunities to strengthen contractor capability, compliance, and quality standards.
  • Oversee contractor data management and reporting, tracking participation, production, and performance metrics to inform program strategy.

Required Education & Experience:

  • Bachelor’s degree and a minimum of 3 years of experience implementing energy efficiency or contractor-driven programs; or 5+ years of equivalent relevant experience in lieu of a degree.
  • Experience supporting contractor service delivery and/or energy efficiency program implementation.
  • Strong communication and collaboration skills, with the ability to manage multiple priorities and stakeholders effectively.
  • Demonstrated ability to work independently and within cross-functional teams.
  • Experience improving processes, managing documentation, and maintaining organized program records.
  • Proficiency in Microsoft Excel, PowerPoint, and Salesforce (or similar CRM platforms).
  • Valid driver’s license and reliable transportation.
  • Willingness and ability to travel up to 50%, including occasional overnight travel.
  • Ability to adapt to changing priorities and operational needs in a fast-paced environment.

Preferred Qualifications

  • Project or program management experience.
  • BPI, LEED, or similar industry certification.

Although this role will primarily support the Ameren Illinois Energy Efficiency Program, Leidos will be the employer of the person, Ameren Illinois does not take any role in selecting the person for employment, and Ameren Illinois will not have any role in managing the work performed by the person.
