Job description

Serve as the primary interface to senior government leadership while overseeing a high-visibility Intelligence Community program. NS2 Mission is seeking an experienced Program Manager to provide leadership and strategic oversight for a complex government contract in the Northern Virginia area. This onsite position is responsible for overall contract performance and serves as the primary point of contact for government stakeholders, ensuring successful program execution, customer satisfaction, risk management, and delivery of mission-critical capabilities. The ideal candidate brings a proven track record of managing large, multi-disciplinary teams, driving operational excellence, and fostering collaboration across technical and functional organizations.

Key Responsibilities

  • Serve as the overall lead responsible for contract performance, execution, and customer satisfaction.
  • Act as the primary point of contact for the Contracting Officer (CO), Contracting Officer's Technical Representative (COTR), Government Task Managers (GTMs), and other key stakeholders.
  • Maintain proactive communication with government leadership regarding program accomplishments, risks, issues, and mitigation strategies.
  • Provide end-to-end program management support, including planning, resource management, personnel oversight, and performance evaluation.
  • Ensure successful coordination and integration across multiple technical disciplines within a collaborative "one-team" environment.
  • Develop and execute strategic plans that align program objectives with customer mission requirements.
  • Apply a total systems perspective to understand technical relationships, dependencies, and operational requirements across the program.
  • Partner closely with customer stakeholders to resolve challenges, reduce risk, and ensure mission success.
  • Prepare and deliver program documentation, executive briefings, monthly status reports, schedules, cost estimates, and other contractual deliverables.
  • Monitor program performance, identify opportunities for improvement, and implement solutions that enhance efficiency and effectiveness.

Required Qualifications

  • Seven (7) or more years of program management experience.
  • Demonstrated success managing large, multi-task contracts with significant scope and complexity.
  • Experience leading teams across multiple technical disciplines in a collaborative environment.
  • Proven ability to work with senior leadership to solve customer challenges and drive successful outcomes.
  • Strong understanding of project and program management principles and best practices.
  • Excellent verbal, written, presentation, and interpersonal communication skills.
  • Strong organizational, analytical, and problem-solving abilities.

Desired Qualifications

  • Experience developing and leading training programs, certifications, or workforce development initiatives.
  • Experience managing programs with stakeholders across the Intelligence Community (IC).
  • Knowledge of Office of the Director of National Intelligence (ODNI) funding mechanisms and the Intelligence Community budget cycle.
  • Experience supporting mission-focused government customers in dynamic, high-visibility environments.

TS/SCI with an FSP
