JOB SUMMARY
Under the direction of the Senior Human Resources Manager, the Human Resources Manager (HRM) is responsible for providing day to day Human Resources (HR) support at the site level. The HRM is the first point of contact for site employees at all levels and must be able to effectively and efficiently engage with employees in a positive manner. The position will respond to inquiries, provide guidance and training, consultation to employees.
ESSENTIAL FUNCTIONS
  1. Assists with the new hire/on-boarding process including: processing paperwork for new hires, terminations and other status changes within required timeframes, as needed.
  2. Provides day to day HR support for all aspects of HR from simple to complex issues including but not limited to compensation, performance management, employee relations, benefits, recruiting, employee records, data analytics, legal compliance (state and federal), policy interpretation and application, etc.
  3. Creates and facilitates HR related training based on business needs.
  4. Acts as a leave administrator for all leave of absences at assigned site(s) including counseling managers and employees, administering paperwork, ensuring legal compliance and leave tracking.
  5. Works with Senior HRM to respond to and resolve employee relations issues; conducts investigations and partners with management to resolve and address performance concerns.
  6. Responsible for administration of and communications regarding workers' compensation process.
  7. Partners with management team to appropriately respond to performance management issues; including coaching, consulting and providing direction and guidance as needed.
  8. Provides relevant HR data and reports to the business as needed.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE
  1. Bachelors' degree in Human Resources (HR) or Masters' degree in HR if Bachelors' is not in HR.
  2. A minimum of four years of direct Human Resources experience; preferably in a generalist capacity.
  3. Working knowledge of applicable state and federal laws & regulations.
  4. Must be proficient in CA leave administration, training and employee development programs, employee relations, performance management, and talent acquisition.
  5. Ability to identify and handle priority and/or sensitive issues with discretion, and a commitment to confidentiality.
  6. Strong internal and external customer services focus with a drive to deliver outstanding results across the organization.
  7. Effective communication (verbal and written) and presentation skills. As well as organization skills with the ability to multi-task.

POSITION/PROGRAM REQUIREMENTS
  1. Must possess a valid California driver's license, personal automobile insurance and driving record that meets the standards outlined in the Agency's Personnel Policy: Motor Vehicle Operating Standards.
  2. Must be physically and mentally fit in accordance with the Agency's Personnel Policy: Physical Fitness Standards and Examinations. Must be willing to complete a Tuberculosis (TB) test, drug screening test and provide proof of COVID-19 vaccination(s).
  3. Must be willing to complete a personal background investigation conducted by the State of California.

Pay Range: $74,984 - $103,116 annually
