Job Description Position Summary: HII: Mission Technologies is seeking a Project Manager to manage complex IT, Communications and capability development projects to include: * Decomposing and refining tasking into project objectives by reviewing project proposals and plans, while conferring with management. * Assisting in the definition of project scope and objectives, involving all relevant stakeholders, and ensuring technical feasibility. * Determining project responsibilities by identifying project phases, resource requirements, and other necessary elements. * Managing critical path, external dependencies, and project related risk. * Coordinating with stakeholders to ensure awareness of project milestones, capability roadmaps, fielding and release schedules. * Managing threshold and objective feature, capability, and use cases to ensure development and delivery cycles are synchronized to deliver on schedule and within authorized budgets. * Forecasting total lifecycle cost for the project(s) and maintaining/sustaining data an information to support outyear cost forecasting for mission partners. * Determining project schedules by studying project plans and specifications, calculating time requirements, and sequencing project elements. * Maintaining project schedules by monitoring project progress, coordinating activities, and resolving impediments and problems. * Coordinating amongst various teams in different engineering disciplines to present a unified, integrated product to project stakeholders. * Preparing project status reports by collecting, analyzing, and summarizing information and trends, and recommending actions. * Defining, generating, and reviewing project requirements documentation. * Monitoring projects to ensure work scope, schedule, and budget are well defined and maintained. * Performing risk management to minimize project risks. * Meeting budgetary objectives and adjusting project constraints based upon financial analysis. * Ensuring that project management methodologies used are in line with organizational processes, templates, and formats. * Leading teams to complete Complex IT and Communications System designs, implementations and managing sustainment activities. * Engaging with and managing the work of subcontractor installation companies. * Staying abreast of current Industry best practices. * Service as an advocate, owning your services and working to enhance value, operational viability and end user adoption and overall product satisfaction. Essential Job Responsibilities Additionally, this team member will: * Lead others with effectiveness. Candidate must manage the details associated with their services and hold him/herself accountable for mastering all aspects of the project. * Provide support to and manage project related RMF activities, ensure SEIM services are accounted for in design and implementation phases, project and identify cost drivers, training impacts, assist with identify opportunities, routinely managing risks and mitigating actions to ensure teams can focus on delivery. * Communicate status to peers, management, stakeholders. * Manage service lifecycle activities, cyber compliance, organizational readiness, and project and product deliverables. * Assess proposed changes to information systems, their environment of operation, and mission needs that could affect system authorizations. * Perform deliverable reviews and lead corrective actions to resolve discrepancies. * Provide purposeful reviews of security architecting, design, development, and configuration of information systems. * Provide inputs to development teams responsible for designing and developing organizational information systems and upgrading legacy systems. * Ensure teams are employing best practices when designing and implementing information systems including software engineering methodologies, system/security engineering principles, secure design, secure architecture, and secure coding techniques and effective testing and reporting processes to validate outcomes. * Manage backlog and capability roadmaps. Minimum Qualifications * 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience. * Experience managing the design and installations of complex IT or Communications related systems, to include management of construction and deployment schedules, subcontractors, and vendors. * Experience managing complex Microsoft Project or other project management software plans. * Experience working in a government contracting environment. * Solid organizational skills. * Self-motivated and driven desire to succeed with minimal direction. * Ability to work independently and as part of a team. * Strong attention to detail and accuracy. * Excellent writing and verbal communication skills. * PMP Certification Required * IAM Level 2 Certification desired * Minimum of 8 years of relevant DoD IT project related work experience * Must possess an active secret security clearance, current within five years, based upon a single scope background investigation (SSBI) or SSBI periodic review with the abilty to obtain a TS/SCI clearnce * Secret clearacne requited at hire Preferred Requirements * No less than three (3) years' experience supporting TISC service delivery activities. * Strong familiarity with one of the following TISC Service Delivery Areas: * SOF LMS * JPECD * WWN * Have extensive familiarity with the DoD, USAF and USSOCOM RMF processes and Cyber Compliance Management and TISC SEIM service delivery requirements. * Candidates with experience managing teams in delivery of the Joint Operations Support Cloud Environment, and/or Warfighter Worldwide Network (WWN), and/or Joint Personal Edge Compute Device (JPECD) and SAMS-ESA Wearables are highly preferred. * Keep abreast of current and new security technologies and threats pertaining to the technology areas. * Effective data analysis and problem-solving skills; attention to detail. * Effective communication, presentation, and interpersonal skills.
