Job description

The Engineering and Implementation Manager oversees all engineering projects and leads the 24/7/365 Enterprise Operations Center (EOC), delivering mission-critical services that support physical and virtual hosting environments for all Consular Affairs (CA) systems domestically and abroad. This role provides strategic leadership for infrastructure planning, architecture development, enterprise monitoring strategy, and implementation across on-premises and cloud environments. The manager directs Tier II and Tier III incident coordination and ensures effective enterprise monitoring using tools such as Oracle Enterprise Manager, Splunk, AppDynamics, and Zabbix. This role is responsible for ensuring full visibility, alerting, and dashboard capabilities across all DT/EA/CST IT environments, while driving resilience, modernization, and operational excellence.
Location: This position is located in the Arlington, Reston, Dulles, and Washington, DC area.
Key Responsibilities:
  • Lead and manage engineering teams and the 24/7/365 EOC responsible for monitoring, operations, and incident response across global CA infrastructure.
  • Oversee design, implementation, and optimization of physical and virtual hosting environments supporting enterprise applications domestically and overseas.
  • Direct strategic infrastructure planning and build resilient, scalable architecture for mission-critical systems.
  • Develop, implement, and mature enterprise monitoring strategies leveraging tools such as Oracle Enterprise Manager, Splunk, AppDynamics, and Zabbix.
  • Ensure robust alerting, visibility, and dashboard capabilities across all on-premises and cloud environments.
  • Coordinate and track all Tier II and Tier III incidents, ensuring timely escalation, triage, and resolution aligned with mission objectives.
  • Lead technical design sessions, infrastructure reviews, and engineering initiatives in collaboration with stakeholders.
  • Manage concurrent engineering and implementation projects within production environments, ensuring delivery on schedule and within established standards.
  • Oversee system and application transitions to cloud platforms, ensuring scalability, performance, and security requirements are met.
  • Develop and maintain architecture diagrams, technical roadmaps, SOPs, and operational documentation.
  • Identify, propose, and integrate emerging technologies and process improvements to enhance operational efficiency.
  • Ensure compliance with governance, security, SLAs, OLAs, and industry best practices.

Required Qualifications:
  • Master's degree in computer science, Information Technology, Management or a related field. In lieu of degree, additional experience may be required.
  • Active TS clearance.
  • 15 years of experience managing and leading large engineering and operations teams for projects of similar size, scope, and complexity.
  • 15 years of experience managing enterprise monitoring, operations center functions, and triaging critical incidents aligned with mission needs.
  • Demonstrated experience managing technical and process changes within complex infrastructure environments and collaborating with stakeholders to design and provision enterprise infrastructure.
  • Proven experience leading multiple engineering and implementation projects in parallel within production environments.
  • Experience managing system and application transitions to cloud environments.

Desired Qualifications:
  • Experience introducing new technologies and processes to improve service delivery, monitoring, support, patching, and scalability.
  • ITIL Intermediate Level Certification Version 5 or higher.
  • PMP certification.
  • Experience with enterprise monitoring tools and platforms such as Oracle Enterprise Manager, Splunk, AppDynamics, and Zabbix.
