Job description


Prime Response, Inc. is seeking a full-time Program Manager/Contract Manager to provide contract management and logistics support at Edwards Air Force Base. We are currently in the final stages of the proposal process for this opportunity and bring extensive experience successfully performing similar services across multiple Air Force installations. The selected candidate will play a key role in overseeing contract execution, ensuring operational excellence, and serving as the primary interface between Prime Response, Inc. and the customer.
Duties include but are not limited to:
  • Provide full-time on-site management of the daily operations of the LMCA and LMCA Chief functions necessary to create and maintain a smooth and continuously functioning LMCA operation at RQ-West.
  • Serve as the point of contact for the Commander on materiel, Equipment Management and shipping/receiving matters and policies as they affect the mission.
  • Provide orientation as requested to each new Commander or Director.
  • Be the AFRL Site focal point for equipment and Materiel Management functions and be the AFRL Site liaison with the Logistics Readiness Squadron (LRS) and other external logistics support activities.
  • Responsible for equipment within the AFRL/RQ-West organization IAW AFRLI 61-101 or any other applicable regulation.
  • Perform upon request from EC's, establishment, cancellation or changes to equipment detail records in DPAS.
  • Ensure all Management Internal Control Toolset (MICT) self-inspection checklists are run, updated and all supporting data uploaded to data system within 30 days of notification.
  • Write, deliver, update, and maintain a Standard Operation Procedure (SOP) for all LMCA activities. This document will be reviewed and updated annually as a minimum to ensure compliance with regulations and any changes in processes that occur.Contact AF COR when changes occur.
  • Provide a master listing for all equipment, Logistic Support Stock (LSS) and ITAM accounts, to include account number, Custodian, Alternate/Sub Custodian(s) names, due date of annual inventory, status of annual inventory, 10% inventory spot check and due date. Update master listing monthly.
  • Ensure that before any equipment that may have contained hazardous waste or material be accepted at LMCA, equipment must be emptied/cleaned and have a "clean certification" provided by the using organization.
  • Maintain either physical, electronic, or both, Custodian Authorization Custody Receipt Listing (CA/CRL) Jacket Folder IAW AFI 23-111 and any other associated references. Maintain an updated copy of the EC and Sub-account EC appointment letter(s). Other appointment letters filed separately include ITAM. Provide a monthly report to ensure all ECs on all accounts are current. If an EC departs the LMCA chief has 15 days to contact the appropriate branch and generate new appointment letter(s).
  • Ensure required accountable equipment items have an appropriate label attached. A floor-to-book, book-to-floor inventory will be accomplished by the Equipment Custodians per AFRLI 61-101, and items that meet APSR criteria will be added to DPAS. Provide documentation that a floor-to-book and book-to-floor was accomplished by the EC's after completing the annual inspection.
  • Act as the local AFRL Loan Control Officer (LCO) in the Government Furnished Property Process as described in DAFMAN 23-119.
  • Self-performs as the Equipment Accountability Element (EAE), Organizational Visits IAW AFRLI 61-101, para 5.4.1.3.
  • Perform on-going evaluation of business processes to identify opportunities for improvement and implement positive transformation.
  • Implements Quality Control Plan to ensure compliance with PWS, material management, safety, and security policies.
  • Evaluate personnel performance and address deficiencies to ensure understanding of approach and desired results.
  • Implement and enforce contract Safety Plans.
  • Recruit for open positions and guide training for new personnel.
  • Liaise with key government personnel in the performance of duties to professionally represent PRI, stay up-to-date with customer operations to best serve clients.
  • Project a positive, professional image of PRI to our clients through competent, informed, and responsive support to all aspects of service delivery.
  • Provides full-time on-site management of all contract activities in accordance with Air Force Regulations.
  • Provides oversight to administrative and industrial operations, ensuring workflow and prioritization are appropriately assigned.
  • Oversees all scheduled activities to ensure all contract activities are done on time and to the satisfaction of the customer.
  • Performs Metrics Gathering and Analysis, including identifying key quality metrics that help us identify processes or personnel that require a second look.
  • Oversees process improvement on processes needing refreshing and personnel improvement plans for personnel requiring improvements in performance.
  • Provides proactive process development for new systems and AF processes, for example documenting DPAS SOPs and impacts to performance efficiencies with new systems.
  • Ensure personnel maintain currency with recurring mandatory training, in addition to executing an internal training program which provides capability depth.
  • Supervises and performs personnel assessments, including counseling and submitting incentive requests.
  • The LMCA Chief will be appointed to act as Primary Equipment Custodian for equipment in accordance with Air Force Regulations.
  • Ensures equipment accountability, including overseeing inventories.
  • Manages the Report of Survey program for lost, stolen, damaged or destroyed property for items listed on equipment records.
  • Monitors workflow within functional areas and allocates personnel as required to remain current with work.
  • Produces monthly report consisting of workload metrics, performance-based metrics which measure compliance with contract deliverables and/or service summaries, and highlights of major projects and accomplishments.
  • Executes personnel cost control, including PTO management to ensure folks use PTO.

Requirements
  • 10 years of Air Force leadership and management in property accountability, material management, or related discipline is highly desired.
  • Knowledge& experience in a service-based environment.

  • Intermediate to advanced knowledge of computer systems and office software such as Microsoft Office is required.
