Job description

Ross Professional Services, LLC (RPS) is an employment-staffing and consulting agency located in Washington, DC. We are currently seeking a Contract Specialist II for an immediate contract with a District of Columbia government agency, in Washington DC.

Title: Contract Specialist II (FY 24): $45.00 per hour

Location: DC Department of General Services (DGS), 3924 Minnesota Avenue, N.E. Washington DC 20019

Duty Hours: Between 7:00am and 7:00pm (NTE 40hrs per week)
Days: Monday – Friday

Duration: ASAP – September 30, 2024 (plus option years)
Hourly Rate: $45.00 per hour (W2 & benefits)


The District of Columbia, Department of General of Services seeks Contract Specialists, to work in the Contract & Procurement Division. Duties include but are not limited to the following:
The ideal candidate(s) will have extensive experience providing contract development and management functions in service and goods; possess excellent interpersonal skills to clearly explain rules and procedures.
Review and draft statement of work (SOW), solicitations, terms and conditions, and
other requirements for procurements; the candidate performs “cradle to grave” acquisition work including but not limited to planning and carrying out pre-solicitation, evaluation, vendor selection, contract administration, and ensuring contractor performance in the well-established aspects of contracting.
Develop pre-negotiation position, determining the types of contracts and negotiation authority to be used, and preparing required justification.
Review and draft purchase orders and contracts for completeness, accuracy, and compliance with government and agency policies and procedures; determines the most
appropriate method of procurement; determines if requested items can be obtained
via existing contract; conducting pre-bid meeting and distribution of bid invitations.
Gathers, compiles and tabulates bids; evaluates price quotes and compares to
specification to research vendors and evaluates their ability to provide quality
materials, equipment, and services; selects or recommends the most advantageous
bid; drafts final contract and notifying winning vendor.
Conducts market-place analyses to construct pricing arrangement, subcontracting policy, and similar considerations; prepares and maintains current acquisition plans,
milestone charts, and related schedules; using assigned systems and tools (e.g. PASS) to input, track and report on work items performs basic analysis of costs based on prevailing material and labor costs; recommends modifications to contractual arrangements
Job Requirements and Essential Skills:
• Knowledge of contracting methods, contract types, contracting principles
• Knowledge of contracting and procurement process and a proven ability to manage projects from concept through implementation
• Excellent knowledge of automated procurement support systems and Microsoft Office, Word and Excel
• Ability to analyze and solve problems.
• A minimum of 2-4 years of experience in procurement and contracting
• Excellent oral and written communication skills, including interpersonal skills required to respond effectively to requests and complaints
Education:
A Bachelor's Degree from an accredited College required
