Job description

The Associate Director of Payroll is responsible for hands-on management of the weekly payroll operations in a multi-state environment using Avionte Payroll System. Ensure data integrity and accuracy of payroll processes while complying with payroll and tax laws and audit requirements. Provide support in payroll audits and special projects relating to payroll.

ESSENTIAL FUNCTIONS

  • Manage the day-to-day payroll operations which include the timely and accurate processing of weekly or biweekly both on-cycle and off-cycle payroll using Avionte application software.
  • Responsible for compliance to established regulatory requirements in accordance with federal, state and local tax laws affecting payroll practices.
  • Audit payroll transactions, processes and output to ensure accuracy and completeness. Maintain appropriate records and audit trail.
  • Audit payroll calculation for employee terminations according to state-by-state and company procedures.
  • Audit reconciliation of payroll settlement, taxes, health care, 401k funding as part of the payroll completion process each pay cycle.
  • Ensure the accurate and timely filing of quarterly and annual payroll taxes, tax payments and workers compensation for state and local agencies for multiple jurisdictions. Research and resolve ongoing tax agency issues.
  • Responsible for payroll funding preparation and variance analysis as well as general ledger inquiries including payroll journal entries, accruals, and payroll account reconciliations.
  • Document and communicate payroll operation procedures and controls; maintain such documents on an ongoing basis and adhere to internal controls without exceptions to ensure compliance.
  • Maintains appropriate internal controls and ensures compliance with payroll laws and regulations at the state, federal and local level.
  • Drives continuous process improvement throughout the operations to increase efficiency and productivity levels.
  • Participates routinely on the on-going maintenance and design specifications Avionte or any timekeeping system updates.
  • Recommend changes to payroll processes and systems, executing payroll related objectives on company initiatives.
  • Develop and improve payroll policies and processes to ensure compliance, efficiency, and standardization across entities.
  • Stay current on changes to payroll processing policies, internal procedures and software updates.
  • Support quarterly and annual financial statement reviews and audits.
  • Perform analyses for payroll related liabilities for quarterly and year end reporting.
  • Provide required reports to management, HR, Accounting and others as needed as well as support in providing audit support for internal and external audits.
  • Research, analyze, and resolve problems or questions presented by employees or managers by utilizing knowledge of accepted payroll practices, company policy and the payroll system functionality.
  • Assist payroll team in responding to customers’ inquiries, and researching, troubleshooting, and resolving cases relating to payroll, expense reimbursements, time tracking and absence.
  • Maintain a high level of discretion, employee confidence and protect operations by keeping information confidential.
  • Organize the payroll processes to achieve efficient and effective operation of the payroll team.
  • Performs other related duties as assigned or requested.
  • Including uploading ACH, wire transfer and positive pay batches.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Bachelor's Degree in finance, business or related field
  • Minimum 7 years progressive experience in managing payroll department (staffing firm is a plus)
  • Extensive knowledge of integrated payroll systems
  • Expert computer skills including Microsoft Excel and Word performing complex payroll analysis
  • Functional knowledge of the workings of complex integrated HR/Payroll systems
  • Ability to work cooperatively and collaboratively with all levels of employees, management
  • Detail oriented, able to complete assignments on time, flexible in changing environment
