Essential Job Functions:

IFAS is seeking a results-driven Senior Capture Manager with a demonstrated record of winning mid-to-large-scale federal contracts (>$25M), particularly within FAA, DHS (CBP, ICE, USCIS, USCG), DoD (Services, OSD, 4th Estate Agencies), and DOS. This role reports directly to the Chief Growth Officer and is critical to advancing IFASโ€™ growth strategy by leading the capture of strategic opportunities aligned to our core service offerings in financial management and analysis, budgeting planning, PPBE, accounting, audit readiness, and financial system technical support services.

Responsibilities:

  • Lead Capture Efforts for large and strategic opportunities across Civilian and Defense agencies.
  • Drive Opportunity Qualification and win strategy development, including customer engagement, competitive analysis, teaming, solutioning, and pricing strategy.
  • Build and maintain a robust pipeline aligned with IFASโ€™ growth objectives and target markets.
  • Build, maintain, and leverage network of government and industry contacts to enhance customer engagement and teaming
  • Actively engage customers to enhance IFAS exposure and gather intel and voice-of-customer (e.g., hot buttons, requirements, pain points, priorities, challenges, etc.)
  • Leverage agency knowledge and relationships to shape solicitations and increase Pwin.
  • Maintain opportunity information within CRM, provide regular progress updates, and conduct Gate Reviews to progress
  • Develop and execute effective capture strategies to include building winning teams
  • Collaborate with internal stakeholders and executive leadership throughout the capture lifecycle.
  • Develop and lead teams of partners and SMEs; coordinate closely with proposal teams to ensure compelling and compliant submissions.
  • Support and facilitate gate reviews, black hat sessions, and color team reviews.
  • Represent IFAS at industry events and with potential teaming partners to enhance visibility and partnerships.


Skills:

  • Established relationships and engagement history with key government stakeholders and decision-makers.
  • Expertise using GovWin, FPDS, USAspending, GSA eBuy/Symphony, and agency-specific forecasts.
  • Excellent verbal and written communication skills, including briefing executive stakeholders and proposal writing.
  • Ability to lead complex, cross-functional capture efforts under tight deadlines.
  • Strong business acumen and the ability to align pursuit strategies with broader corporate goals.
  • Familiarity with cost strategy and pricing models to support Price-to-Win activities.
  • Demonstrated ability to foster and maintain teaming partnerships for strategic pursuits.
  • Knowledge of IT modernization, data analytics, cloud transformation, or financial management systems a plus.

Qualifications:

  • Bachelorโ€™s degree required; Masterโ€™s (MBA or related) preferred (or 4+ additional years of relevant experience in lieu of a degree).
  • 10+ years of experience in federal government contracting, with at least 5 years in capture/business development roles.
  • Proven track record winning opportunities of $25M+ (preferably $50M+), with a documented โ€œWin Portfolio.โ€
  • Deep familiarity with FAA, DHS, DoD Services, DOS, and strong professional networks within these agencies.
  • Experience with IDIQs/GWACs, BPAs, and full lifecycle capture strategies.
  • Strong understanding of federal acquisition strategies, pricing to win, and federal contracting vehicles.
  • Experience supporting or managing proposals including solution development, win themes, compliance, and color team reviews.

Preferred Qualifications:

  • Active network with decision-makers in key agencies (FAA, DHS (CBP, ICE, USCIS, USCG), DoD (Services, OSD, 4th Estate Agencies), and DOS).
  • Familiarity with IFASโ€™ core offerings in financial management, budget execution, audit readiness, data analytics, and modernization.
  • Secret clearance is a plus.
