Job description

Capgemini Government Solutions (CGS) LLC is seeking an ICAM Policy SME to join our team in San Antonio, TX. Leading the development, implementation, and governance of Identity, Credential, and Access Management (ICAM) policies. This role ensures compliance with federal identity, cybersecurity, and Zero Trust requirements while aligning enterprise identity governance with agency and regulatory standards.

Key Responsibilities

  • Develop, review, and maintain ICAM policies, governance frameworks, roadmaps, and standard operating procedures.
  • Ensure alignment with federal mandates and standards, including OMB, NIST, HSPD-12, FIPS 201, and DoD ICAM guidance.
  • Provide policy oversight for PKI, PIV/CAC, SSO, federation, PAM, and identity governance programs.
  • Evaluate RBAC and ABAC access models to support Zero Trust Architecture initiatives.
  • Conduct policy reviews, compliance assessments, and gap analyses against federal security requirements.
  • Lead stakeholder working groups and coordinate with cybersecurity, architecture, and program teams.
  • Prepare policy briefs, compliance documentation, executive presentations, and audit artifacts.

Required Qualifications

  • U.S. Citizenship is required.
  • An active U.S. Government Secret or higher-level clearance required
  • Bachelor?s degree in Cybersecurity, Information Technology, Computer Science, Public Policy, or a related field or equivalent experience.
  • Minimum two (2) years of experience supporting ICAM policy, governance, or cybersecurity compliance in government or defense environments.
  • Strong policy drafting, analytical, communication, and executive presentation skills.

Technical & Policy Expertise

  • Knowledge of federal ICAM policies and frameworks, including OMB M-22-09, OMB M-19-17, NIST SP 800-63, NIST SP 800-53, FIPS 201, and HSPD-12.
  • Understanding of PKI, MFA, SAML, OIDC/OAuth 2.0, IGA, PAM, Active Directory/Entra ID, and LDAP.
  • Experience translating regulatory requirements into operational policies and governance frameworks.
  • Familiarity with Federal ICAM (FICAM) or DoD ICAM implementations.
  • Understanding of cloud and hybrid identity environments, including Azure Entra ID, AWS IAM, and Google Cloud IAM.
  • Knowledge of dynamic access control models, including RBAC and ABAC.
