Chenega Services & Federal Solutions, LLC, a Chenega Professional Services' company, is looking for a Continuity of Operations (COOP) Senior Analyst to support a federal client in developing, implementing, and maintaining continuity plans to ensure the sustained operation of essential functions during and after a disruption. This position supports enterprise-wide risk management and resilience efforts by coordinating continuity planning, conducting risk assessments, organizing training and exercises, and ensuring compliance with applicable laws, regulations, and industry standards.

Responsibilities
  • Develop and maintain the Continuity of Operations (COOP) and Business Continuity Plans (BCPs), ensuring alignment with federal, state, and local guidelines.
  • Lead or assist in business impact analyses (BIAs) to identify critical business functions and their dependencies.
  • Collaborate with departments to support the development and updating of unit-level continuity plans.
  • Coordinate and facilitate COOP-related training, drills, and tabletop exercises to test readiness and identify areas for improvement.
  • Maintain documentation of all continuity-related policies, procedures, and after-action reports.
  • Analyze risks and threats to business operations and recommend mitigation strategies.
  • Monitor emerging threats and changing risk environments to ensure preparedness strategies remain current.
  • Serve as a liaison with internal stakeholders and external partners, including emergency management agencies and regulatory bodies.
  • Assist in the development and execution of crisis communications plans in support of COOP objectives.
  • Provide subject matter expertise during incident response operations to ensure continuity plans are activated and effectively implemented.
  • Ensure compliance with relevant continuity and emergency preparedness regulations and standards (e.g., ISO 22301, NFPA 1600).
  • Participate in audits, assessments, and continuous improvement initiatives.
Qualifications
  • Bachelor's degree in Business Continuity, Public Administration, or related field
  • 5-8 years of experience in continuity of operations, emergency management, risk management, or related fields.
  • Experience conducting BIAs, risk assessments, and COOP/BCP plan development.
  • Ability to obtain a Public Trust Level clearance

Preferred Qualifications:

  • Master's Degree
  • Certified Business Continuity Professional (CBCP) - DRI International, Associate or Certified Emergency Manager (AEM/CEM) - IAEM, FEMA Continuity Excellence Series (Level I or II), ISO 22301 Lead Implementer or similar

Knowledge, Skills and Abilities:

  • Strong understanding of continuity planning principles, risk management, and incident response frameworks.
  • Familiarity with NIMS, ICS, and HSEEP.
  • Proficient in continuity and risk management tools and software.
  • Excellent communication, facilitation, and interpersonal skills.
  • Ability to work independently and collaboratively in high-pressure situations.
  • Strong organizational and project management skills.

Final salary determination based on skill-set, qualifications, and approved funding.
