Humanitarian Analyst Jobs (NOW HIRING)

The Humanitarian Program Analyst will support the design, development, and management of humanitarian assistance programs focused on sub-Saharan Africa. This role involves assisting with grant and contract lifecycle management, program and budget tracking, monitoring and evaluation, stakeholder engagement, and communication efforts. The Analyst will collaborate closely with internal teams, overseas assistance hubs, and external partners to ensure effective implementation and oversight of humanitarian programs aligned with the Bureau of African Affairs (AF) strategy and U.S. foreign assistance goals.

• Assist in the preparation, administration, and maintenance of lifecycle grant and contract documents for pre-award, award, post-award, and closeout phases.
• Review funding applications to ensure alignment with AF strategy, technical requirements, and budget feasibility.
• Collaborate with AF assistance hubs overseas to support routine program and budget tracking, analyze quantitative and qualitative program data, review program reports, and participate in program review meetings.
• Work with contractual M amp;E Specialists to review and assess humanitarian programs, activities, and implementer compliance with contract or grant requirements, including assisting COR/GOR with CPARS submissions and grant reporting.
• Coordinate with Grant Management Specialists and AF/A staff to complete risk assessment and mitigation actions.
• Support CORs or GORs with periodic file assessments and provide administrative support for document uploads and approvals.
• Draft humanitarian program documentation such as program overviews, progress reports, challenges, and lessons learned.
• Produce internal and external communication products highlighting program successes within the grants portfolio.
• Liaise with and inform stakeholders within the U.S. State Department about AF/A humanitarian programs, policies, and approaches.
• Coordinate cross-departmental efforts to track humanitarian issues and promote information sharing and collaboration across State Department humanitarian response efforts in sub-Saharan Africa.
• Engage U.S. government interagency counterparts and external stakeholders, including response organizations and donors, to communicate program goals and gather information on the broader humanitarian response.
• Support outreach activities to the U.S. Congress, media, and other public stakeholders.
• Draft and contribute to AF and State Department reporting and information products, including briefing checklists, talking points, fact sheets, cables, and public affairs documents.
• Conduct research and analysis on humanitarian program performance and trends, providing recommendations to improve program quality, timeliness, and effectiveness.
• Assist in drafting and implementing standard operating procedures and internal control processes to strengthen management of humanitarian grants and contracts.
• Support AF/A knowledge management efforts to capture, organize, and share comprehensive understanding of U.S. foreign assistance in sub-Saharan Africa.
• Attend bureau, office, and team meetings as required.
• Provide administrative support to AF/A in the implementation of U.S. foreign assistance.
• Travel to locations in sub-Saharan Africa as required.

• U.S. Citizenship required.
• SECRET Security Clearance prior to onboarding.
• Education and Experience:
  • Master’s Degree or equivalent plus three (3) years of relevant humanitarian professional experience; or
  • Bachelor’s Degree or equivalent plus five (5) years of relevant humanitarian professional experience; or
  • High School Diploma or equivalent plus nine (9) years of relevant humanitarian professional experience.
• At least three (3) years of experience managing complex projects requiring strong interpersonal, customer service, writing, analytical, problem-solving, and computer skills.
• Demonstrated experience designing, managing, and/or implementing humanitarian assistance programs serving sub-Saharan Africa is required. Experience encouraging innovation and/or private sector engagement in humanitarian programming is desired.
• Proven experience leading or participating in coordination meetings with internal and/or external stakeholders on humanitarian assistance programs.
• Strong analytical and problem-solving capabilities.
• Proficiency with Microsoft Office tools, especially advanced skills in Microsoft Excel.
• Excellent multi-tasking, organizational skills, and attention to detail.
• Fluency in English, both spoken and written.
