Torch Technologies is seeking a Systems Engineer, Senior with Networking experience to join a team to support the development and sustainment of systems assigned to the Air Force Human Resources Systems Division (AF HRSD) headquartered at Randolph AFB (San Antonio, TX area). The person that fills this position will apply their systems engineering expertise to support the sustainment, operations, and maintenance of the network infrastructure for the Human Resources (HR) Information Technology (IT) Systems. This position will provide critical network engineering support for the legacy systems at DISA, during the migration phase, and post-migration phase of the Military Personnel Database (MilPDS) within the Cloud One environment to ensure uninterrupted customer and interface partner access. This position supports the AFLCMC/GB Business and Enterprise Systems Directorate (BES)/GBH Human Resources Systems Division.

The Systems Engineer, Senior requires a highly self-motivated individual. This individual will perform work that applies a broad theoretical and practical knowledge of Agile-based software engineering with responsibilities such as, but not limited to:

  • Identify, describe, and apply emerging IT acquisition strategies, best practices, IT-related performance measures and quality management in support of acquisition planning, information assurance/cybersecurity, test and evaluation processes, verification and validation processes, and/or fielding and sustaining of IT/software systems.

  • Conduct reviews on program portfolio to evaluate and/or recommend alternative plans, improve systems engineering programs/processes, manage/sustain program technical baseline, and design/perform system level tests to assure that subsystems and system performance is achieved in accordance with approved specifications.

  • Perform program reviews to evaluate alternative proposed plans, systems engineering programs, design and test results to assure that subsystem and system performance is achieved in accordance with program specifications.

  • Prepare technical documentation which defines, specifies, and recommends system/subsystem characteristics.

  • Prepare management reports and conducts technical presentations for planning, implementation and corrective action using application of engineering principles.

  • Perform validation of software systems including development of analyses/evaluation criteria and procedures, analyses/evaluation of results, and related recommendations.

  • Provide Agile and Digital system/program engineering, technical support and technical training to support programs/initiatives including, but not limited to, acquisition, development, integration, sustainment, continued evolution, deployment/fielding and installation, and operations oversight.

  • Provide engineering support services and inputs to program and project risk management activities in compliance with AF Systems Engineering Assessment Model (SEAM) processes.

  • Perform all (system) engineering according to applicable DoW, AF, AFMC directives, instructions, and manuals, to include, but not be limited to, AFI 63-101, AFMAN 63-144, AFMCI 63-1202, AFMAN 63-128, AFI 99-103 and their updates, successors (as happens over time).

Required Qualifications:

  • US Citizenship.

  • Master's or Doctorate Degree in a related field and 8 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoW OR bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoW OR 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 8 of which must be in the DoW.

  • Experience with DoW IT networks and services to include connectivity requirements, i.e., GCDS, SCCA, BCAP, Cloud Computing SRG, etc.

  • Experience providing end-to-end networking engineering support for HR IT systems.

  • Experience monitoring, sustaining, and troubleshooting network connections with critical interface partners.

  • Experience implementing security controls, managing IP address tables, and configuring ports, protocols, and services (PPS).

  • Experience translating technical networking requests, bandwidth requirements, and optimization needs into technical network configurations and actionable engineering tasks.

  • Experience evaluating "as-is" network routing and data flows to eliminate bottlenecks or single points of failure and the mapping and transitioning network pathways from on-premises to cloud.

  • Experience in Air Force Program system engineering policies, procedures, and practices.

  • Experience with Agile methodologies and knowledge of Agile tools (JIRA, Confluence, and BitBucket).

  • MS Office Applications - MS Visio, MS Excel, MS Word, MS Outlook

  • Minimum of Security+; equivalent or higher certification.

  • Ability to obtain and maintain a DoW Secret Security Clearance

Preferred Qualifications:

  • Prior experience supporting an AF or DoW Program Management Office (PMO) as a technical network experience.

  • Prior experience with DISA DECC routing, DISA Cloud Access Points (BCAP/CAP), or Air Force Cloud One network configurations.

  • Strong understanding of VPNs, firewalls, Cloud Access Points (CAP), routing protocols (BGP, OSPF), DNS, and IP address management (IPAM).

  • Familiarity with DoW HR, personnel, or readiness data systems.

  • Highly proficient with computers and software applications to include Microsoft Office products (Word, Excel, PowerPoint, Project, Outlook, etc.), expert attention-to-detail & highly organized.

  • Highly Desirable - IAT/IAM level II certification.
