Job description

Summary
This Program Specialist position is located organizationally within the Care Management Service aka, Community Engagement and Reintegration Service (CERS), and reports to the Chief of CERS at the VA Greater Los Angeles Healthcare System (VAGLAHS),. Functionally, the incumbent works as an administrator that provides support to the CERS Leadership Team, this includes not only the Chief of CERS, but also three Deputy Chiefs of CERS.

Performs duties directly contributing to the many projects of the nation's largest homeless programs including but not limited to, Outreach, Coordinated Entry Service (CES), Care, Treatment, Rehabilitation
Service (CTRS), HUD-Veterans Affairs Supportive Housing (HUD-VASH) to name a few.
Serves as the Program Specialist for Community Engagement and Reintegration Service (CERS) by providing a full range of support functions assisting in the formulation and development of written correspondence, facilitation of One Team, organizational service plans and is involved in the analysis of the Greater Los Angeles catchment area.
Geographically the Veteran population that is served by CERS at VAGLAHS include the communities located in Los Angeles, West LA, East LA, Sepulveda, San Gabriel Valley, Ventura, Santa Barbara, Santa Maria, San Luis Obispo, Bakersfield, And Antelope Valley spanning roughly 2,661 sq miles.
For example, combined these areas have served Veterans in just the following 2 programs: 7949 Veterans in HUD-VASH and 4271 Veterans in CTRS within the first 6 months of fiscal year 2026 alone. Many more have been served in the other many VA homeless programs CERS provides.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/29/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Examples of specialized experience would typically include, but are not limited to: knowledge of statistics and business analysis procedures; ability to develop, conduct and analyze a variety of data such as surveys, evaluations, demographic studies and program; knowledge of marketing and advertising, data collection and database management employing quantitative and qualitative methods and techniques; knowledge of planning, scheduling and conducting market analysis; knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness; knowledge of pertinent laws, regulations, policies and precedents which affect marketing and outreach efforts; ability to assess public reaction and identifying extent of understanding achieved to evaluate effectiveness of information programs; knowledge of community outreach and referral procedures; knowledge of oral and written techniques sufficient to develop and present formal briefings, outreach materials, statistical data, and reports; and communication and interpersonal relations skills, including the ability to appropriately relate to internal and external customers.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary and may include some need for occasional travel. The incumbent will be subjected to stressful situations due to short timeframes for
completion of assignments and potential and actual conflicts.
