POSITION SUMMARY
The Housing Choice Voucher Program Specialist is responsible for ensuring the participants of the Housing Choice Voucher prog ram meet and maintain HUD's eligibility requirements. Managing these requirements is essential for maintaining the integrity of the HCV program. In order to perform the tasks involved with this position, the HCV Specialist must have the ability to work within a diverse department. They will be required to work both independently as well as in a group setting. Communication over the phone, in person and through writing will be a necessary part of the position. In order to be successful in this position the HCV Spec ialist must have the ability to manage an extremely busy schedule and conduct business with a diverse client base. The person who holds this position must have outstanding organizational skills; provide excellent customer service, as well as have the flexibility to adjust their schedule when necessary. This position is within a team who administers a federally regulated program, this person will be required to comply with HUD program regulations, Homes and Community Renewals Administrative Plan, and RUPCO's policies. The Housing Choice Voucher Specialist must have the ability to understand and clearly explain the rules of the program to applicants, participants and landlords. The Housing Choice Voucher Program Specialist will, on occasion, be required to conduct housing inspections or in home recertification and initial appointments. They will have use of a company vehicle, if available, and other equipment as is n ecessary to perform the job duties. In order to use the company vehicle, it is required that the staff have a valid driver's license and a driving record that meets RUPCO insurance underwriting standards.
ESSENTIAL RESPONSIBILITIES
• Manage a caseload of 250 - 300 households who may be elderly, disabled, handicapped or otherwise eligible for this type of rental assistance.
• Perform program functions, which include interviewing, articulating program requirements, written and verbal communication, research and investigation, file documentation, negotiation, travel for in home appointments, and compliance with state and federal regulations.
• Maintain program files in accordance with HCR Administrative Plan, HUD and RUPCO requirements. After a 180-day period, it will be expected that a specialist has at least a 90% accuracy rating on files.
• Exhibit a strong work ethic, maintain an organized work routine, and assure timely completion of all work; must be detail oriented, have follow-up and time management skills, and have proper phone etiquette.
• Observe the confidentiality requirements of the federal housing programs.
• Conduct housing inspections for compliance in accordance with HUD Housing Quality Standards. • Conduct initial interviews to determine program eligibility of applicants, and present program briefings in accordance with HUD requirements.
• Conduct annual recertification interviews, in office or in home as necessary.
• Attend trainings, seminars, conferences, or other education classes is required to remain knowledgeable about the current operation of state and federal programs and to maintain the skills and education necessary to administer services.
• Maintain knowledge of community resources and services.
• Provide administrative support to the HCV Program Supervisor and the Director of Section 8.
