Job description

Position Summary

The Compliance Manager provides program oversight and leadership for the Compliance Department, ensuring full adherence to all applicable affordable housing regulations across the organization’s portfolio.

This role assists the Director of Compliance in the development and implementation of compliance policies, oversees audits and reporting, and serves as a key resource for property management teams. The Compliance Manager plays a critical role in training, mentoring, and supervising compliance staff, while also supporting lease-up operations and regulatory reporting requirements.

Essential Job Functions

Compliance Oversight & Auditing

  • Process applicants’ move-in eligibility certifications and resident’s continued eligibility via their annual recertification packets to confirm compliance under all applicable funding regulations for assigned portfolio of properties.
  • Review applicant and resident certifications, including move-ins, annual recertifications, and interim certifications, ensuring compliance with LIHTC, HUD, HOME, Bonds, and local program requirements for Compliance Specialist & Compliance Technician for quality assurance and training purposes.
  • Assist the Compliance Director with the preparation and submission of annual owner reports and year-end compliance documentation.
  • Serve as the primary liaison for audits and inspections conducted by lenders, syndicators, and monitoring agencies. Coordinate internal audit preparation and post-audit corrective actions.
  • Monitor compliance data in property management systems (e.g. Yardi, Rent Cafe) and ensure accuracy of tenant income certifications (TICs).

Leadership & Training

  • Supervise, coach, and evaluate Compliance Specialists, Compliance Technicians and any outside Compliance Contract employees completing tasks on behalf of the Compliance Department.
  • Provide ongoing training and professional development.
  • Lead onboarding and compliance training for new property management and leasing staff.
  • Collaborate with site teams to resolve compliance issues and promote best practices.
  • Support the Director of Compliance in developing and updating departmental policies and procedures.

Program Support & Reporting

  • Assist with lease-up activities for new developments, including file processing, staff support, and documentation review.
  • Prepare and present compliance reports to senior leadership and external stakeholders.
  • Stay current on changes in affordable housing regulations and ensure timely implementation of updates across the portfolio.

Education and Experience Requirements

  • High School Diploma or GED required; post-secondary education preferred.
  • Minimum of 3–6 years of experience in affordable housing compliance, including LIHTC, HUD, and local programs.
  • Minimum of 3 years of experience managing a team.
  • COS and/or TCS designation preferred or ability to obtain within one year.
  • Experience with property management software required; Yardi strongly preferred.

Knowledge and Skills Requirements

  • In-depth knowledge of affordable housing programs and Fair Housing regulations.
  • Strong leadership, communication, and interpersonal skills.
  • High attention to detail and strong analytical abilities.
  • Proficiency in Microsoft Office Suite, especially Excel and Outlook.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • High level of integrity, accountability, and professionalism.

Physical Demands

  • Must be physically capable of frequent walking, bending, climbing stairs, prolonged sitting, and computer use.
  • Occasional lifting of up to 30 lbs. may be required.

Travel Requirements

  • Up to 20% travel to property sites, primarily within 50 miles of the home office.
  • Personal vehicle for transportation to various sites.
  • Valid driver’s license, acceptable driving record, and state-mandated insurance coverage.
