Location: Hybrid, 4 days onsite in Oakland, CA, 1 day remote

Schedule: Monday through Friday

Position Summary

The Compliance Manager serves as the portfolio's technical compliance resource and supports the Associate Director of Property Operations and Vice President of Property Management in maintaining regulatory compliance, occupancy performance, consistent systems, and standardized practices across The Unity Council's affordable housing and mixed-use portfolio made up of approx. 400 units both Multi Family and Senior Housing. The position performs file reviews and audits, monitors recurring compliance requirements and vacancy marketing, supports regulatory submissions, and assists with software implementation, training, and development of policies and standard operating procedures (SOPs). The Compliance Manager provides technical guidance to Property Managers; direct supervision, operational direction, performance management, and corrective action remain the responsibility of the Associate Director and Vice President.


Essential Duties and Responsibilities

The duties and responsibilities include, but are not limited to the following:

  • Monitors changes in HUD, TCAC/LIHTC, HOME, PRAC, PBV, VASH, City, lender, investor, and other regulatory requirements. Maintains current regulatory reference materials, Tenant Selection Plans, Affirmative Fair Housing Marketing Plans, leases, compliance forms, income and rent limits, utility allowances, and related portfolio tools.
  • Reviews and approves move-in, certification, and recertification files assigned for Compliance review, including files near applicable income limits and files completed by newly hired Property Managers or Assistant Property Managers during their training period. Provides technical correction guidance and tracks compliance findings through resolution.
  • Conducts risk-based resident file audits and supports the Associate Director, Vice President, Property Managers, and third-party compliance consultants in preparing for HUD MORs, TCAC inspections, lender, investor, City, and other regulatory reviews. Documents findings, monitors technical corrections, and reports unresolved items to the Associate Director.
  • Maintains the portfolio compliance calendar and monitors EIV, waitlists, annual and interim recertifications, TRACS and subsidy processing, HUD voucher submissions, file-review deadlines, and other recurring requirements. Promptly reports missed deadlines, data concerns, or compliance risks to the Associate Director and Vice President.
  • Under the direction of the Associate Director and Vice President, prepares or assists with HAP contract renewals, annual contract rent adjustments, rent increase submissions, utility allowance analyses, LIHTC Annual Owner Certifications, agency reports, audit responses, and lender, investor, syndicator, and City compliance submissions. Coordinates supporting information with Accounting and site staff.
  • Reviews Reasonable Accommodation and Reasonable Modification requests and provides compliance recommendations in coordination with the Associate Director, Vice President, Human Resources, and legal counsel, as appropriate.
  • Maintains a portfolio-wide occupancy and vacancy tracker identifying available units, days vacant, posting status, waitlist and application activity, anticipated move-in dates, and unresolved barriers. Provides regular reports to the Associate Director and Vice President to support their operational follow-up and performance management of Property Managers.
  • Reviews online vacancy postings and The Unity Council's residential property pages for timely posting, accuracy, accessibility, fair housing compliance, and consistency with approved rents, eligibility requirements, preferences, application procedures, and waitlist status. Works with Property Managers and Communications or Marketing staff to correct deficiencies and reports unresolved items to the Associate Director and Vice President.
  • Supports the compliance aspects of lease-up and re-lease-up activities for new, rehabilitated, and existing properties, including marketing-plan requirements, waitlist administration, application review, and move-in file approval.
  • In conjunction with the Associate Director of Property Operations and Vice President of Property Management, assists in developing, updating, and maintaining portfolio-wide policies, SOPs, desk procedures, checklists, templates, and quality-control tools for compliance, occupancy, vacancy marketing, waitlist management, application processing, move-ins, recertifications, reporting, records retention, and software workflows.
  • In conjunction with the Associate Director and Vice President, assists with planning and implementing Yardi and other property management, compliance, occupancy, marketing, and reporting systems. Supports workflow design, testing, data validation and migration, user acceptance, rollout, troubleshooting, and ongoing data-integrity reviews as the Compliance subject-matter resource.
  • In conjunction with the Associate Director, Vice President, and Human Resources, assists in developing and delivering onboarding, refresher, and technical training for Property Managers, Assistant Property Managers, Compliance staff, and other employees. Maintains training materials and completion records and reports identified proficiency or follow-up needs to the Associate Director.
  • Prepares compliance, occupancy, vacancy-marketing, software, and training reports for Property Operations meetings and supports executive or Board reporting as requested. Attends regulatory and partner meetings and represents the department when delegated by the Associate Director or Vice President.
  • Maintains compliant systems for the retention, protection, retrieval, transfer, and disposal of resident and compliance records and provides technical support on special projects assigned by the Associate Director or Vice President.

Qualifications

  • Proficiency in Yardi Voyager, Microsoft Office, including Word and Excel.
  • Experience processing income certifications and recertifications for HUD Section 8, LIHTC, or other regulated affordable housing programs.
  • Experience preparing annual rent increase submissions and utility allowance analyses.
  • Strong attention to detail, organization, follow-through, and the ability to document and communicate compliance findings clearly.
  • Familiarity with preparing budget-based rent increases for HUD Section 8 properties.
  • Experience preparing annual HUD MOR packages and supporting regulatory inspections and audits.
  • Experience with property management and affordable housing compliance software, preferably Yardi or a comparable system.
  • Experience tracking occupancy, vacancies, waitlists, and lease-up performance across multiple affordable housing properties.
  • Experience using online housing listing platforms and maintaining accurate property information on websites or content management systems.
  • Demonstrated ability to support software implementation, test workflows, validate data, develop SOPs and training materials, and train staff.
  • Strong Excel and reporting skills, including the ability to develop trackers, dashboards, and performance reports.
  • Ability to manage multiple deadlines, document follow-up, provide clear technical guidance, and escalate unresolved risks or barriers to the Associate Director and Vice President.

Physical Requirements

  • Must be able climb stairs, reach, bend, lift 20-30 pounds, crawl, kneel, stoop, twist, grasp materials with hands and fingers, use arms and legs, able to walk, climb ladders if applicable.
  • Ability to work on a computer 8 hours a day as needed.
  • Regularly required to sit and stand for extended periods and to walk up and down stairs.
  • Regularly required to use hands to operate computer and other office equipment;
  • Close vision required for computer use.
