Position Summary

The Compliance Manager is responsible for ensuring affordable housing program compliance by reviewing resident files, maintaining accurate certifications, and supporting onsite teams with regulatory requirements. This role plays a critical part in protecting property compliance with HUD, LIHTC (Low-Income Housing Tax Credit), and other affordable housing programs while minimizing risk and maintaining program integrity.

The ideal candidate is highly organized, analytical, detail-oriented, and experienced in affordable housing compliance regulations.

Key ResponsibilitiesCompliance Administration
  • Review and approve resident files to ensure compliance with HUD, LIHTC (Low-Income Housing Tax Credit), and other affordable housing program requirements.
  • Complete and audit income certifications and annual recertifications by verifying income, assets, and household eligibility.
  • Ensure compliance with Fair Housing, HUD, IRS Section 42, and applicable state housing agency regulations.
  • Maintain accurate resident records and ensure all documentation meets regulatory standards.
Audits & Quality Control
  • Prepare properties for internal, state, and investor compliance audits.
  • Respond to audit findings and coordinate corrective action plans when necessary.
  • Conduct regular file audits to identify deficiencies and prevent costly compliance violations.
  • Monitor compliance trends and recommend process improvements.
Training & Support
  • Train and support onsite property staff on compliance policies, procedures, and documentation requirements.
  • Provide guidance on certification processes and regulatory updates.
  • Assist site teams in resolving complex eligibility and compliance questions.
Reporting & Documentation
  • Maintain compliance reports, tracking logs, and required documentation.
  • Work closely with ownership, investors, state agencies, and regulatory partners to ensure ongoing program compliance.
  • Accurately document compliance activities and maintain organized records.
Regulatory Knowledge
  • Stay current on changes to affordable housing regulations and implement policy updates as needed.
  • Ensure company policies align with HUD, LIHTC, Fair Housing, and other applicable program requirements.
  • Promote best practices and continuous compliance across assigned properties.
QualificationsRequired
  • High school diploma or equivalent.
  • Strong experience with HUD and LIHTC (Low-Income Housing Tax Credit) compliance.
  • Knowledge of Fair Housing regulations and affordable housing compliance requirements.
  • Excellent organizational, analytical, and communication skills.
  • Strong attention to detail and ability to manage multiple deadlines.
  • Proficiency with Microsoft Office, including Excel, Outlook, and Word.
Preferred
  • Experience with Section 8, HOME, Rural Development, or other affordable housing programs.
  • HCCP (Housing Credit Certified Professional), COS (Certified Occupancy Specialist), CPO, or similar affordable housing certification.
  • Experience using property management software such as Yardi, RealPage, OneSite, ResMan, or Entrata.
  • Associate's or Bachelor's degree in Business Administration, Property Management, Public Administration, or a related field.
