BlueScope Coated Products is one of the largest coil coating companies in the United States, with facilities across the country. With more than four decades of expertise providing painted metal coils and toll processing services for industries in the construction and consumer product markets, we pride ourselves on delivering premium quality, reliable service, and ongoing innovation to our customers.
The HSE Facilitator supports our safety culture and leads our environmental stewardship within our coil coating operations. Their mission is to strive for a risk-free workplace by embedding BlueScope's safety Code of Practices into the organization along with ensuring the implementation of the 14 HSE Standards. The role partners with operations to ensure EPA and OSHA regulatory compliance and drives the site's Environmental Sustainability roadmap.
Key Focus Areas
  • HSE Standards & Risk Mitigation: Supports implementation, auditing, and continuous improvement of the Codes of Practices & 14 HSE Standards in addition to Federal, State, & Local safety program requirements e.g., LOTO, Machine Guarding, Cranes, Forklifts, & Confined Spaces. The position monitors systems to ensure compliance with OSHA 29 CFR 1910 standards, maturing these systems to proactively eliminate life-altering risks
  • Modern Incident Investigation & Trending: Leads all incident investigations using cause analysis programs such as ICAM, Fishbone, and Learning Teams to identify systemic failures. The position accurately tracks and trends the Total Recordable Injury Frequency Rate (TRIFR) and OSHA recordkeeping requirements, using data to drive preventative strategies
  • Employee Engagement & Training: The role fosters a high-engagement culture by leading Safety Committee meetings and providing the technical framework for daily Toolbox Talks while providing expertise to the management team. The HSE Facilitator also develops and facilitates all required regulatory training, including OSHA requirements such as Hazard Communication (GHS), Hearing Conservation, and Powered Industrial Truck safety including all BlueScope requirements
  • Emergency Management: The position maintains a robust Emergency Response Plan (ERP); The position coordinates tabletop exercises and full-scale drills with local fire and HAZMAT departments to ensure facility readiness
  • LAWWNE & Environmental Sustainability: Controls waste while minimizing pollution risks to Land, Air, Water, Waste, Noise & Energy (LAWWNE). Leads the facility's Environmental Sustainability initiatives. Calculates and tracks the site's CO2 Footprint (Scope 1 & 2 emissions), identifying energy-saving opportunities in our thermal oxidizers and coating lines to drive down carbon intensity
  • Air Quality & Permit Management: Act as the technical lead for our Air Operating Permit. The HSE Facilitator ensures adherence to our air permit requirements across the site operations
  • Hazardous Waste & RCRA Management: Oversee the facility's RCRA hazardous waste program by managing the entire lifecycle of waste-from point-of-generation collection and satellite accumulation to lawful disposal and manifesting. The role is responsible for identifying waste reduction methods, such as solvent recovery/recycling or process modifications to minimize hazardous output
  • SARA & EPCRA Reporting: Manage all federal "Right-to-Know" reporting, including annual SARA Title III Tier II chemical inventories and Toxic Release Inventory (TRI/Form R)
  • Water & Spill Oversight: Manage the NPDES wastewater permit and maintain the SPCC and Stormwater (SWPPP) plans. The HSE Facilitator supports reporting any releases under CERCLA and ensuring all secondary containment systems are compliant
  • Systems Management: Lead the auditing of ISO 14001 systems, translating complex federal regulations into actionable shop-floor work instructions

Foundational Experience
Required Qualifications & Experience: To be considered for this position, you must possess the following qualifications:
  • Bachelor's degree in Occupational Health, Safety, Environmental Science or related field with a minimum of 1 year of HSE experience, or 3+ years of relevant HSE experience in lieu of a degree
  • Experience in influencing large groups of personnel
  • Must be able to develop and deliver presentations to groups of personnel

Desired Qualifications: To be considered an ideal candidate, you should possess some or all of the following qualifications:
  • Bachelor's degree in Occupational Health, Industrial Hygiene, Environmental Science or equivalent professional experience and/or education plus experience combination
  • Experience in heavy industrial environment
  • CPR and First Aid certifications
  • 24 Hour HAZWOPER certification

Work Environment
The employee may be required to enter areas that are near moving mechanical parts, with occasional exposure to hazardous chemicals, and extreme cold or heat.
