Position Summary

The HSE Specialist, Incident and Operational Risk Management is responsible for leading enterprise incident management, operational risk oversight, and regulatory compliance activities across the organization. This role ensures effective investigation, reporting, and remediation of incidents; and administration of the MSA gas monitoring program to protect employee safety and maintain regulatory compliance. The position plays a critical role in strengthening operational discipline, risk visibility, and continuous improvement across field and corporate operations.

Key Responsibilities

Incident Management & Investigation

  • Lead and oversee enterprise incident management processes, including serious incidents, near misses, and highpotential events.
  • Ensure timely incident reporting, investigation, root cause analysis, and corrective action development in alignment with company standards and regulatory requirements
  • Facilitate and review incident investigations to ensure quality, consistency, and defensibility of findings.
  • Track, trend, and analyze incident data to identify systemic risks and emerging trends.
  • Provide incident summaries, metrics, and insights to senior leadership and governance committees.

Operational & Enterprise Risk Management

  • Support and maintain the Operational Risk Management (ORM) framework, ensuring alignment between risk identification, incident learnings, and mitigation strategies.
  • Partner with Operations, Engineering, and HSE teams to identify operational risks and drive preventative controls.
  • Support enterprise risk registers and ensure incident data informs ongoing risk assessments.
  • Participate in crossfunctional risk reviews and assurance activities.

High Risk Potential (HRP) Program

  • Lead and administer the High Risk Potential (HRP) Program to ensure consistent identification, classification, escalation, and oversight of highrisk incidents, near misses, and precursors across the organization.
  • Provide governance and quality assurance over HRP event reviews, including validation of severity potential, risk ranking, and alignment with enterprise risk thresholds.
  • Facilitate crossfunctional review of HRP events to ensure systemic risks are identified and addressed beyond local corrective actions.
  • Ensure HRP events are elevated appropriately to leadership and governance forums, with clear communication of risk significance and learnings.
  • Track, trend, and analyze HRP events to identify recurring risk themes, weak signals, and opportunities for preventative controls.
  • Ensure corrective actions resulting from HRP events are riskbased, timely, and effective, with linkage to various programs.
  • Integrate HRP learnings into incident management and continuous improvement initiatives.

MSA Gas Monitoring Program

  • Serve as the HSE lead for the MSA gas monitoring program.
  • Oversee program governance, including monitor selection, deployment standards, calibration requirements, and data management.
  • Ensure consistent use of MSA gas monitors across field operations in accordance with company standards and regulatory requirements.
  • Review and analyze gas detection data to identify exposure trends, emerging risks, and opportunities for control improvements.
  • Coordinate with Operations, Field HSE, and Training teams to support effective use and understanding of gas monitoring technology.

Training, Communication & Governance

  • Support development and delivery of incident management, PSM, and gas monitoring training materials.
  • Provide guidance and coaching to field and corporate personnel on incident reporting and risk management expectations.
  • Participate in HSE governance forums, committees, and leadership reviews.
  • Contribute to internal standards, procedures, and OMS documentation related to incident and risk management.
