The Senior Federal Human Resources Consultant serves as the functional authority for Federal HR policy, operations, and workforce transformation in support of Federal HRIT Modernization program. This role bridges the gap between Core HCM system implementation, systems integration, and enterprise transformation by ensuring alignment with Federal HR processes, regulatory requirements, and user needs. The consultant translates Federal HR policy into system requirements, workflows, and configurations while supporting Core Implementation, Agency Transition, and Sustainment phases.

Note** This position is being recruited in support of potential future contract awards, and qualified candidates may be considered for upcoming opportunities supporting federal government clients.


  • Interpret Federal HR regulations and translate into system workflows and configurations.
  • Lead HR-functional fit-gap analysis and solution design.
  • Define and validate personnel action processing (PAR) and position management workflows.
  • Ensure HR data integrity through migration validation and reconciliation.
  • Support agency transition planning and operational readiness.
  • Develop and deliver HR training and change management programs.
  • Support governance boards and stakeholder engagement.
  • Provide human-centered design input for HR user experience.
  • Other duties as assigned.

  • Experience in Federal HR lifecycle operations design, implementation, and/or operations.
  • Supporting HRIT or HCM system implementations.
  • Conducting functional fit-gap analysis.
  • Validating HR data migrations and system conversions.
  • Developing and delivering HR training programs.
  • Advising on Federal HR policy and compliance.

  • Experience supporting multi-agency Federal HR transformation initiatives.

  • Experience with HCM system administration.

  • Knowledge of Federal HR Business Reference Model (HCBRM).

  • Experience with OPM, DHS, or large Federal agencies.

  • Familiarity with HR systems such as PeopleSoft-based HCM, Payroll Systems like NFC/IBC/DFAS, eHRI, eOPF, ATS, etc..
