Corporate Director of Human Resources & Recruiting [Remote/Preferred Hybrid]
Location: Virginia Beach, VA (Corporate Headquarters)
Company: StratasCorp Technologies - DoD Contractor with Domestic & OCONUS Employees
StratasCorp Technologies, a rapidly growing mid-sized government contractor supporting the Department of Defense, is seeking an experienced Director of Human Resources & Recruiting to lead and mature the company's HR and Recruiting function. With a workforce of approximately 280 employees across multiple U.S. states and several OCONUS locations, this role requires a seasoned HR leader who is equally comfortable setting strategy and rolling up their sleeves to execute day-to-day operations.
The Director of HR & Recruiting will oversee a small team (2-3 HR professionals) and serve as a trusted advisor to executive leadership. This individual must be a proactive, solutions-oriented professional with deep experience in government contracting, compliance, employee relations, and full-spectrum HR and Recruiting operations. The ideal candidate brings both the judgment of a senior leader and the agility of a hands-on practitioner.
Primary Responsibilities
HR Operations & Compliance
  • Lead all HR functions including onboarding, offboarding, compensation administration, HRIS management, and personnel recordkeeping for domestic and OCONUS employees.
  • Ensure compliance with federal, state, local, and international employment laws, including FLSA, FMLA, ADA, EEO, and country-specific labor requirements.
  • Maintain and enforce HR policies, SOPs, and employee handbook updates; ensure alignment with FAR, DFARS, and contract-specific HR requirements.
  • Oversee HR audits, internal controls, and documentation required for government contracts and security-sensitive environments.
  • Demonstrated experience developing, managing, and forecasting comprehensive HR budgets, including compensation, benefits, talent acquisition, HR technology, training, and compliance spend.

Benefits, Compensation & Payroll
  • Manage all employee domestic and global benefit programs including medical, dental, vision, life, disability, FSA/HSA, and voluntary benefits.
  • Lead annual benefits renewal, broker relationships, plan design evaluation, and cost-containment strategies.
  • Administer Workers Compensation, Longshore & Harbor Workers' Compensation Act (LHWCA), and Defense Base Act (DBA) programs; coordinate annual audits and claims management.
  • Serve as the primary administrator for the company's 401(k) plan, including oversight of the annual 5500 audit and vendor relationships.
  • Partner with Finance to support biweekly payroll processing; manage wage garnishments, court-ordered withholdings, and payroll compliance.

Employee Relations & Performance Management
  • Serve as the senior point of contact for all employee relations matters, including investigations, corrective actions, conflict resolution, and coaching.
  • Oversee the performance management process, including goal setting, evaluations, and leadership development initiatives.
  • Provide guidance to managers on employee engagement, retention strategies, and workforce planning.

Talent Acquisition & Workforce Development
  • Oversee the applicant tracking system (Deltek Talent Management) and ensure compliance with OFCCP and government-contracting hiring requirements.
  • Support recruiting strategy, job classification, compensation benchmarking, and offer development.
  • Administer and track all mandatory government-required training for contract compliance.

Strategic Leadership
  • Advise executive leadership on organizational design, culture, succession planning, and HR best practices.
  • Identify opportunities for process improvement, automation, and HR modernization.
  • Lead HR initiatives that support company growth, contract expansion, and workforce readiness.

Required Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or related field.
  • 12+ years of progressive HR experience, including at least 5+ years in a senior HR leadership role supporting a small-to-mid-sized organization.
  • 7+ years of experience working for a government contractor, with strong knowledge of FAR, DFARS, and contract-specific HR compliance.
  • Demonstrated experience managing HR operations for a distributed workforce, including OCONUS employment and country-specific labor considerations.
  • 5+ years of direct experience managing employee benefit programs, including 401(k) administration and Workers Compensation/DBA/LHWCA programs.
  • Proven experience conducting employee relations investigations, managing performance issues, and advising senior leadership.
  • Strong proficiency with HRIS systems, Microsoft Word, Excel, and data reporting.
  • Exceptional written and verbal communication skills, with the ability to influence and partner at all levels.
  • Ability to work independently, exercise sound judgment, and manage competing priorities in a fast-paced environment.
  • Ability to travel to HQ [Virginia Beach, VA and/or other sites] every other month.

Preferred Qualifications
  • SPHR or PHR certification (SPHR strongly preferred).
  • Experience with Deltek Talent Management and/or Deltek Costpoint.
  • Experience with selection and implementation of HRIS systems.
  • Prior leadership of a small HR team, including coaching and developing HR staff.
  • Experience supporting employees in secure or classified environments.
  • Knowledge of international employment practices, particularly in regions where DoD contractors commonly operate.
  • Experience developing HR metrics, dashboards, and data-driven decision-making tools.
  • Experience with payroll platforms such as Paychex.
  • Background in organizational development, change management, or leadership training programs.
  • Preferred Eastern or Central Time Zone.
