Job description

About the Role:
Wheeling Housing Authority is looking for a dedicated and experienced Housing Manager to join our team in Wheeling, WV. In this vital role, you'll help ensure safe, affordable, and quality housing for residents in our community — making a real difference in people's lives every day.

Responsibilities:
  • Oversee day-to-day operations of public housing communities, ensuring compliance with HUD regulations and agency policies
  • Manage tenant relations, including lease enforcement, grievance procedures, and resident communications
  • Conduct unit inspections, move-ins, and move-outs in accordance with housing quality standards (HQS)
  • Coordinate maintenance requests and work orders with the maintenance team to ensure timely resolution
  • Process rental applications, certifications, and recertifications accurately and on schedule
  • Maintain accurate resident files, occupancy records, and housing databases
Requirements:
  • Prior experience in property management, public housing, or a related field preferred
  • Knowledge of HUD regulations, Fair Housing laws, and Section 8/public housing programs
  • Strong organizational and time management skills with attention to detail
  • Excellent written and verbal communication skills for resident and stakeholder interactions
  • Proficiency in housing management software and Microsoft Office Suite
  • Ability to handle sensitive situations with professionalism, empathy, and discretion
  • High school diploma or equivalent required; associate's or bachelor's degree in a related field a plus
