Job Description

The Portfolio Manager will provide the oversight and direction necessary to establish a fully functional project control office and to manage the PCO staff and ongoing daily operations of the PCO. The Portfolio Manager will create and use tools to monitor and report on schedule progress, resource utilization, issue resolution/escalation, and process adherence. The PCO Manager will also gather and report on project team performance and compliance. The PCO manager will support the State in meeting the timely delivery of quality information technology services for all stakeholders of the project. The PCO Manager will be responsible for performing schedule, scope and technical control tasks. The PCO Manager will oversee all the Project Managers for MDOC Legacy Projects. Brief Description of Work MDOC requires an efficient management of the programs and projects currently residing on the MDOC legacy applications, Including MDOC's Corrections Management Information System (CMIS), and MDOC's Offender Management Network Information (OMNI) application. Due to the criticality of the applications and the complexity of the projects, the project requires a Senior Portfolio Manager to establish and manage a Project Management Office.

Qualifications

a) A minimum of 15 years' experience delivering and managing IT solutions.

b) 10 years' experience as a Senior Project Manager facilitating process and technology changes within an organization, including projects with multiple deliverables, Managed the launch of new products and services, large-scale application development, systems integration, system enhancements, operational efficiency improvements, process reengineering and IT infrastructure upgrades.

c) Minimally five years' experience managing a large, complex multi-year systems development project whose budget was greater than $15,000,000 (excluding hardware/software costs) with experience in managing cross-functional projects and programs with tight deadlines.

d) 3+ years experience as a Portfolio Manager on a management team overseeing complex efforts requiring multiple Project Managers, internal and external technology deliverables, multi-million dollar budgets and regular communication with management.
