Job Summary:

The State University of New York, Downstate Health Sciences University (Brooklyn, NY) seeks a Director, Value Analysis to be responsible for overseeing key Supply Chain functions including the Value Analysis Program, Supply Chain Sustainability, Contract Management, Enterprise Resource Management (ERP) system operations and data integrity. 

This role is a key leadership role in the Hospital Supply Chain function.  Skill sets include ERP software functional and practical knowledge including item master maintenance, contract management, electronic data interchange (EDI) and a technical knowledge of systems that provide information or interface with these systems. 

The role involves establishing and executing streamlined methodologies for executing the seamless ordering, price management, maintenance of the ERP functions supporting the Supply Chain; manages the review and financial analysis of new or renewal process for clinical items and contacts serving the hospital; provides expertise in supply expense management, mediating issues with distributors/manufacturers, resolving product quality concerns, and continuously monitoring outcomes for desired results; maintains KPIs for hospital supply chain functions and operations; works with Finance and respective stakeholders, administrators and clinicians to achieve desired results; leads implementation of strategic process improvements; manages relationship with medical /surgical distributor and other strategic relationships.

Principle Duties and Responsibilities

Supply Chain Value Analysis:

  • Manages the Value Analysis Program via the Supply Chain Analyst.  This is a multi-disciplinary process to review new, manage the changing landscape for clinical products and provides a smooth process for receiving requests and moving them forward to completion while providing communications on status and outcome.
  • Works closely with the Value Analysis Analyst to prepare savings opportunities to be presented to the Value Analysis Committees for timely decision making.
  • Provides oversite to the Item Request Portal (IRP) to management the documentation of decisions made by committees to approve new or change products. This documentation is maintained for future reference.
  • Develops and executes programs for the identification, review, and implementation of variation reduction opportunities. Ensures that product quality is not compromised because of cost reductions and/or changes in practices related to purchasing of products and/or services.
  • Manages the new item request and change process through the Item Request Portal (IRP). 

Supply Chain ERP management:

  • Directly leads ERP management and reporting for all Supply Chain and Procurement functions including item master, contract loading, management of data and overall system operations and maintenance through the Manager of MMIS.
  • Creates reports, dashboards, and analytical recommendations for new product/ equipment selections.
  • Oversees analysts in deriving and articulating key findings from various data sources.
  • Supports identifying new technology integrations for ERP to enhance the supply chain.
  • Supports EDI and other supply chain systems.
  • Manages and trouble shoots EDI with GHX working with IT on ERP internal operations.

Contract Management:

  • Through the direct report position, Contract Coordinator, manages the contract portfolio of the hospital Supply Chain via the ERP, GPO or Contract Management system as well as loading locally negotiated contracts or state contracts. 
  • Completes contract analysis and preparation of cost savings opportunities to the Value Analysis Committee.
  • Is a standing member of the Value Analysis Steering committee and supports goals of the committee through good contract analysis and cost savings data mining to clearly present variation reduction and savings opportunities.
  • Works closely with Procurement to ensure all proper SUNY and State of New York procedures are followed as determined by Procurement Leadership.
  • Manages and maintains expiration dates for contracts and distributes renewal requests via to the contract owners for review and preparation with the goal of smooth transitions from once contract to another without any gap in contract coverage.

Supply Chain Sustainability:

  • Working closely with Procurement and the position of Supply Chain Sustainability Coordinator manage shortages of strategic suppliers for the hospital.
  • Works closely with clinicians via the Value Analyst or Supply Chain Sustainability Coordinator to identify and implement products to fill gaps in availability.
  • Manages product conversion through establishment of Implementation Committees created via the VAP.

Required Qualifications:

  • Master's Degree in Industrial or Systems Engineering, Supply Chain Management or a related field.
  • Certifications in Supply Chain Management and Six Sigma Green Belt.
  • 1 year of experience in an analytically focused leadership position including process/quality improvement, value analysis, or related experience in a healthcare setting.
  • Proven track record in supply chain systems, analytics, and operations within the healthcare sector and experience in multiple healthcare functional environments.
  • Proficiency in utilizing Lawson (Infor) and Oracle (SCM Cloud) ERP systems.
  • Knowledge of medical products or working knowledge of supply chain operations.
  • Experience working with Healthcare Group Purchasing Organizations (GPO), distributor, and manufacture item data.
  • Experience with SQL or other relational database language and data analysis.
  • Proficiency in using data visualization tools such as Tableau.
  • Strong Project & Product Management skills.
  • Ability to lead in a matrix organization.
  • Advanced Microsoft Excel, PowerPoint, and Project Management software skills; and excellent problem-solving and analytical skills.
