PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Correction, Mental Health and Addiction Services, Public Health, Social Services or the Office of the State Comptroller, this class is accountable for independently performing a full range of tasks in the analysis of financial, utilization and management records of health care facilities and/or providers or health insurance providers.\r\n

EXAMPLES OF DUTIES

\r\n Reviews materials to\r\n determine compliance with requirements contained in Connecticut General\r\n Statutes and agency regulations;\r\n Reviews and evaluates\r\n financial, utilization and management records of health care facilities and/or\r\n providers toward various ends;\r\n Prepares financial,\r\n narrative and statistical reports;\r\n Reviews findings and\r\n conclusions with audit staff and members of senior staff;\r\n Performs special\r\n research projects as assigned;\r\n Performs related duties\r\n as required.\r\n\r\nDEPARTMENT OF PUBLIC HEALTH:\r\n\r\n\r\n Reviews various health\r\n care facility and/or physician Certificate of Need applications;\r\n Analyzes impact of\r\n proposals on other health care providers in Connecticut and makes\r\n recommendations;\r\n Writes related documents\r\n and assists employees of higher grade in writing decisions;\r\n Assists in preparing\r\n documentation for administrative hearings;\r\n Researches and analyzes\r\n data in preparation of various health care industry reports;\r\n Performs related duties\r\n as required.\r\n\r\nDEPARTMENT OF SOCIAL SERVICES:\r\n\r\n\r\n Analyzes and evaluates\r\n budget, expenditure, utilization, reimbursement rate setting and/or revenue\r\n issues within social services programs, including Medicaid;\r\n Participates in public\r\n hearings and assists in conferring with representatives of facilities and outside\r\n experts;\r\n Interacts, under\r\n guidance, with Office of the Attorney General in litigation including\r\n preparation of complete court records;\r\n May review Certificate\r\n of Need applications for nursing facility, residential care homes and ICF/MR\r\n development;\r\n Performs related duties\r\n as required.\r\n\r\nDEPARTMENTS OF CORRECTION AND MENTAL HEALTH AND ADDICTION SERVICES:\r\n\r\n\r\n Analyzes and evaluates\r\n budget, expenditure, utilization, rate setting and/or revenue issues within\r\n behavioral health;\r\n Analyzes General\r\n Assistance authorizations and expenditures, rate setting scenarios and new\r\n methodologies;\r\n Performs related duties\r\n as required.\r\n\r\nOFFICE OF THE STATE COMPTROLLER:\r\n\r\n\r\n Analyzes financial and\r\n utilization data from vendor and state records concerning state employees and retirees\r\n health care plans;\r\n Answers inquiries from\r\n employees and retirees on issues of coverage and design pertaining to state\r\n health care plans;\r\n Performs related duties\r\n as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n Knowledge of\r\n \r\n principles and practices\r\n of financial management including organization, administration, management,\r\n finance, budgeting, auditing and accounting;\r\n health care industry;\r\n \r\n \r\n Skills\r\n \r\n interpersonal skills;\r\n oral and written\r\n communication skills;\r\n \r\n \r\n Ability in interpretation\r\n and analysis of complex financial, statistical and technical data;\r\n Ability to utilize\r\n computer software.\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in financial management with some experience in health care management.\r\n\r\nNOTE: Financial management is defined as professional accounting or auditing work with responsibility for the review and recommendation of financial policies and procedures of a business organization.\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n College training may be\r\n substituted for the General Experience on the basis of fifteen (15) semester\r\n hours equalling one-half (1/2) year of experience to a maximum of four (4)\r\n years for a Bachelor's degree.\r\n A Master's degree in accounting,\r\n finance or other closely related field or public health with some college\r\n courses in accounting or finance may be substituted for one (1) additional year\r\n of the General Experience.\r\n Professional experience\r\n in health care facility administration, health program administration, health\r\n insurance administration, health planning or other health care related fields\r\n may be substituted for the General Experience on a year for year basis to a\r\n maximum of one (1) year.\r\n Successful completion of\r\n a Connecticut Careers Trainee program approved by the Department of\r\n Administrative Services may be substituted for the General Experience.\r\n\r\n

PREFERRED QUALIFICATIONS

\r\n\r\n Inpatient and Outpatient Behavioral Health billing experience\r\n Experience with Microsoft Access and/or Microsoft Excel software to create analytical reports using database queries\r\n Experience with Microsoft Teams\r\n Experience with Microsoft Excel functions such as formulas, pivot tables, and VLOOKUPs\r\n\r\n\r\n
