Job description

 

Location: Onsite Laredo, TX

Schedule: Monday - Friday, 8a-5p, 25% Travel 

What work will you perform?

As the Capacity Development Manager, you will drive the development, alignment, and performance of Mexico-based carrier capacity to support scalable, reliable cross-border operations. Leverage your transportation, logistics, or cross-border experience to build and manage a network of qualified carrier partners, align capacity with agent and customer demand, and optimize execution through strategic pricing, performance management, and market intelligence. As a key connector between agents, operations, and carriers, you'll help ensure capacity availability, competitive pricing, and consistent service while expanding your expertise in Mexico cross-border transportation and making a measurable impact on Landstar's growing network.

Essential Responsibilities:

  • Develop and maintain a network of qualified Mexico-based carriers to ensure adequate, scalable capacity coverage across key lanes and gateways
  • Initial vetting of partner carriers to ensure current CTPAT validation
  • Identify and close capacity gaps based on agent demand, lane density, and customer needs through targeted carrier development and engagement
  • Establish and manage rate structures and capacity commitments with carriers, ensuring alignment to market conditions, service requirements, and profitability expectations
  • Maintain visibility into carrier capabilities, network preferences, and operational constraints to inform effective capacity planning and deployment decisions
  • Evaluate and onboard carriers in compliance with operational and regulatory standards, including verification of required certifications and adherence to company policies
  • Monitor and manage carrier performance against expectations for service, rate compliance, and execution; drive corrective action where needed
  • Collaborate with agents, operations teams, and facility leadership to align available capacity with execution requirements, including cross-border flows, facility throughput, and service expectations.
  • Support agents in securing capacity on strategic or constrained freight by providing carrier options, market insight, and direct engagement as appropriate
  • Leverage data and analysis to inform pricing decisions, capacity planning, and carrier development priorities
  • Capture and communicate market intelligence related to carrier behavior, pricing dynamics, and capacity trends to inform broader cross-border strategy
  • Travel approximately 25%, including travel to Mexico. Coordinate travel through the Company's travel and expense system in compliance with Company travel and reimbursement policies

Required Minimum Experience and Education: 

  • Bachelor’s degree or equivalent experience
  • 3 years of experience in transportation, logistics, or capacity development
  • Bilingual in English and Spanish

 

Preferred Experience and Education:

  • 3 years of experience in Mexico cross-border operations, including exposure to carrier networks
  • 3 years of experience negotiating rates and managing carrier pricing structures in a dynamic market environment

Knowledge, Skills and Abilities: 

  • Strong commercial and operational judgment, with the ability to balance capacity, pricing, and service expectations
  • Analytical capability to translate data into actionable decisions related to capacity planning, carrier selection, and pricing
  • Ability to influence without authority
