Job description

PCSI is looking for a Director of Learning & Development to lead and evolve our enterprise learning strategy, programs, and systems. This role is responsible for building scalable learning experiences that support leadership development and align with organizational priorities.
As the Director of Learning & Development, you'll own the direction and ongoing rollout of the PCSI Academy, ensuring strong adoption and measurable impact across Emerging Leaders, Leadership Development, and Career Development programs. You'll partner with business leaders to identify development needs, prioritize initiatives, and use data to continuously improve outcomes. You'll also lead a Senior Instructional Designer, providing guidance and oversight to ensure high-quality, effective learning experiences.
This role is ideal for a hands-on leader who enjoys balancing strategy and execution, building practical solutions, and leading programs that make a meaningful impact across a mission-driven organization.
How You'll Work:
  • Must be located in the Austin, TX metro area.
  • Hybrid schedule, working on-site at least 3 days per week.

What You'll Do as Director of Learning & Development:
Learning Strategy & Needs Analysis
  • Lead enterprise-wide and function-specific learning needs analyses in collaboration with business leaders and stakeholders to identify skill gaps and development priorities.
  • Translate organizational goals into scalable, measurable learning strategies and curricula that support workforce capability and growth.
  • Serve as a trusted learning advisor to leaders, ensuring learning initiatives align to business outcomes and workforce strategy.

PCSI Academy Development
  • Lead the vision, design, and continuous evolution of the PCSI Academy, including:
    • Emerging Leaders programs
    • Leadership Development curricula
    • Career Development pathways
  • Ensure programs are scalable, relevant, and aligned with employee progression, internal mobility, and leadership readiness.
  • Drive strong adoption through clear communication, stakeholder alignment, and intentional rollout strategies.

Instructional Design Leadership & Oversight
  • Lead and develop a Senior Instructional Designer, providing coaching, prioritization, and performance feedback.
  • Set direction and standards for instructional design, ensuring alignment with adult learning principles and organizational goals.
  • Review and guide the development of eLearning, instructor-led, and blended learning experiences to ensure quality, consistency, and impact.
  • Leverage Generative AI to enhance design processes, improve efficiency, and elevate learner engagement.

Measurement & Optimization
  • Establish and track metrics to evaluate learning effectiveness, engagement, and business impact.
  • Analyze data and feedback to continuously improve programs, prioritization, and delivery approaches.
  • Use insights to influence decision-making and communicate the value of learning initiatives to executive stakeholders.

Learning Operations & Enablement
  • Oversee the lifecycle of learning programs and content, including governance, prioritization, and continuous improvement.
  • Partner with internal stakeholders on LMS strategy, content organization, and learner experience.
  • Build scalable processes and systems that support long-term growth and sustainability of learning programs.

Required Qualifications:
  • Bachelor's degree in Instructional Design, Education, Learning & Development, Organizational Development, or a related field (or equivalent experience).
  • Experience leading or owning learning and development programs, initiatives, or functions.
  • Demonstrated success building or supporting leadership development, career development, or workforce learning programs.
  • Experience conducting learning needs analysis and translating business priorities into structured, scalable learning solutions.
  • Experience managing or mentoring others, with the ability to provide direction, feedback, and support development.
  • Strong understanding of adult learning principles and instructional design frameworks.
  • Ability to establish success metrics and use data to evaluate and improve learning programs.
  • Strong stakeholder management skills, including the ability to partner with and influence business leaders.

Preferred Qualifications:
  • Experience leading learning and development in a mid-sized, multi-site, or operationally complex organization.
  • Experience leveraging Generative AI tools to enhance learning design processes, improve efficiency, or support content development and optimization.
  • Exposure to change management, organizational development, or workforce transformation initiatives.
