Job description

Senior Estimator - Heavy Highway / Site Development (HCSS HeavyBid)

Location: Poughkeepsie, NY (In-office)

Position Summary:

We are seeking an experienced Senior Estimator to lead preconstruction and estimating efforts across heavy highway and site development projects. This role is responsible for producing accurate, competitive cost estimates and leading the estimating process for design-bid-build work.

Projects range from municipal unit-price contracts to private lump-sum development work.

The Senior Estimator plays a key role in bid strategy, risk evaluation, subcontractor engagement, and collaboration with executive leadership.

Key Responsibilities:

  • Lead the estimating process from bid identification through submission

  • Analyze plans, specifications, and contract documents

  • Perform quantity takeoffs and develop detailed cost estimates

  • Review front-end specifications including insurance, bonding, EEO, and special bid requirements

  • Solicit, level, and negotiate subcontractor and supplier proposals

  • Identify cost drivers, risks, and mitigation strategies

  • Prepare preliminary project schedules

  • Coordinate with leadership on bid strategy and go/no-go decisions

  • Prepare technical narratives for private development proposals

  • Ensure complete and compliant bid packages prior to submission

  • Support handoff to operations after award

Qualifications

  • 10+ years heavy civil estimating experience

  • Experience leading complex estimates and managing multiple bids

  • Strong ability to interpret drawings, specifications, and contract requirements

  • Excellent written and verbal communication skills

  • Strong organizational and analytical capabilities

  • Ability to communicate bid strategy and developments with leadership

Technical Skills:

  • HCSS HeavyBid

  • Microsoft Office Suite

  • Primavera (scheduling)

  • Strong knowledge of construction means and methods

  • Agency & Market Experience (Preferred)

Experience bidding work for:

  • NYSDOT- New York State Department of Transportation

  • TANY - Thruway Authority of New York

  • NYCDEP - New York City Department of Environmental Protection

  • MNRR - Metro North Rail Road

  • Municipal agencies throughout the Hudson Valley

  • Private site development (lump sum)
