JOB DESCRIPTION

OFFICE OF THE EXECUTIVE DIRECTOR

Program Specialist- Occupancy

SECTION 8 HOUSING CHOICE VOUCHER PROGRAM

Salary Range: 36,000 To 42,000 Annually

GENERAL STATEMENT OF DUTIES:

The Housing Choice Voucher (HCV) Occupancy Specialist is responsible for performing specialized case management, eligibility determinations, and administrative duties for the Housing Choice Voucher (Section 8) Program. This position oversees admissions, annual reexaminations, interim adjustments, voucher issuance, and HAP contract executions in accordance with U.S. Department of Housing and Urban Development (HUD) regulations, local Administrative Plans, and Fair Housing laws. The Program Specialist- Occupancy will receive immediate supervision from the Director of HCV Programs.


EXAMPLES OF WORK: (Illustrative Only)


Process applications, manage waitlist selections, conduct initial briefings, and verify program eligibility for prospective participants.

Schedule and conduct annual and interim reexamination interviews. Collect, verify, and process third-party documentation for household income, assets, expenses, and family composition.

Determine utility allowances, total tenant payments (TTP), family rent shares, and Housing Assistance Payments (HAP) using applicable Payment Standards and HUD guidelines.

Process Requests for Tenancy Approval (RTA), verify Rent Reasonableness, issue vouchers, and coordinate the execution of HAP Contracts and leases with property owners/landlords

Coordinate port-in and port-out moves with receiving/initial Public Housing Authorities (PHAs), including running HUD 52665 forms and billing adjustments.

Enter participant data into agency housing software and successfully generate and submit Form HUD-50058 data to the Enterprise Income Verification (EIV) and PIC system.

Provides administrative assistance as needed to the Director of Housing Choice Voucher in the support of the HCV program.

Prepare and process Housing Assistance Payment (HAP) contracts, Lease Addendums, and Rent Reasonableness evaluations; process rent increase requests from property owners in coordination with local market trends.

Prepares statistical reports and assists the Director with special projects as requested.

Job duties, responsibilities, specifications, and other job aspects may be changed as needed; performs other duties as assigned.



REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Good understanding of HUD HCV regulations, Fair Housing regulations, Section 504, and the use of the Administrative Plans. High proficiency in financial calculations involving income inclusions/exclusions, deductions, percentages, and prorated rent amounts.

Experience with housing management software (Yardi, SACS, OneSite, Emphasys, etc.) and HUD reporting tools (EIV, PIC). Strong interpersonal and conflict-resolution skills when working with diverse populations, property owners and community partners.


SPECIAL REQUIREMENTS:


  • Ability to obtain Rent Calculation Certification within 12-months of employment.
  • Must be detail-oriented in execution and coordination of all work activities.
  • Ability to work independently and exercise good judgment.
  • Must perform well under pressure and with time restraints and ability to multi-tasks.
  • Ability to make sound, real-time decisions aligned with established policies and procedures.
  • Proficient in standard personal computer applications, office software, and electronic communication tools.
  • Strong clerical, administrative, and organizational skills, with proven proficiency in mathematical calculations.
  • Excellent verbal and written communication skills required, including the ability to present comfortably to diverse audiences.
  • Ability to establish and maintain productive working relationships with municipal social agencies, property management companies, and property owners associated with the HCV Program.
  • Upholds the Authority’s public standing by establishing and maintaining constructive, professional partnerships across all city agencies, staff, and resident communities.


PHYSICAL REQUIREMENTS:


  • Requires physical dexterity sufficient to routinely operate standard computer hardware, peripherals, and general office machinery.
  • Ability to move, carry and/or operate objects and materials such as office supplies, files, computer printouts, reports, etc.

ACCEPTABLE EXPERIENCE AND TRAINING:


High School Diploma or GED required (Associate or Bachelor’s degree in Business Administration, Social Work, Public Administration, or related field preferred).

Minimum of 2–3 years of experience in public housing, affordable housing management, case management or related field preferred.
